مدیریت بهینه انرژی در اماکن ورزشی زیرمجموعه وزارت نیرو با تاکید بر انرژی‌های تجدیدپذیر (مطالعه استان آذربایجان شرقی)

از آنجا که توسعه انسانی در ابعاد مختلف اقتصادی، اجتماعی و زیست محیطی در گرو تولید و مصرف بهینه انرژی است، بنابراین تامین انرژی پایدار یک اصل ضروری در جهت توسعه است. با توجه به اهمیت اماکن ورزشی و اهمیت مصرف انرژی در این اماکن، لذا این تحقیق با هدف مدیریت بهینه انرژی در اماکن ورزشی زیرمجموعه وزارت نیرو با تاکید بر انرژی‌های تجدیدپذیر اجرا گردید. روش تحقیق حاضر به لحاظ هدف کاربردی و به لحاظ نحوه گردآوری داده‌ها، توصیفی – تحلیلی بود. جامعه آماری پژوهش حاضر شامل تمام اماکن ورزشی زیرمجموعه وزارت نیرو و به صورت موردی صنعت برق استان آذربایجان شرقی بود. بر اساس یافته‌های تحقیق مشخص گردید که تعرفه برق در اماکن ورزشی دارای پروانه بهره برداری (تعرفه مصارف عمومی، فرهنگی ورزشی) بوده و پایین بودن این تعرفه نسبت به تعرفه مصارف کشاورزی، مصارف خانگی، مصارف تجاری و ... انگیزه مدیریت مصرف و مدیریت هزینه را از بین برده است. استفاده از انرژی‌های تجدیدپذیر در این اماکن به عنوان مجموعه دولتی و همچنین در صورت واگذاری به بخش خصوصی با نگاه مدیریت خصوصی دارای مزایای انگیزشی سرمایه گذاری نیست و توجیه اقتصادی ندارد. بر اساس نرخ بازده بر مبنای 10400 ریال سرمایه گذاری آزاد نرخ بازگشت سرمایه 13.73 و مدت بازگشت سرمایه 83 ماه و بر اساس نرخ بازده بر مبنای 560 ریال دولتی نرخ بازگشت سرمایه 12.4-و مدت بازگشت سرمایه بیش از 240 ماه بوده و در مدت زمان عمر مفید پروژه که 20 سال است، بازگشت سرمایه مقدور نیست. همچنین با توجه به ساختار سازه ای و نحوة قرارگیری ساختمان های ورزشی، ابعاد محل های در اختیار، مهندسی ساخت و استحکامات بناها، امکان استفاده از انرژی های تجدیدپذیر را از نظر فنی و از نظر قابلیت اجرایی توجیه پذیر می نماید. بنابراین با استفاد ه از انرژی های تجدیدپذیر در اماکن ورزشی میتوان ضمن کاهش هزینۀ حامل های انرژی به صورت خودتامین اقدام و علاوه بر آن با فروش انرژی تولیدی مازاد به شبکۀ توزیع، نسبت به درآمدزایی بلندمدت اقدام کرد.

human development in various economic, social and environmental dimensions depends on the optimal production and consumption of energy, so sustainable energy supply is an essential principle for development. given the importance of sports facilities and the importance of energy consumption in these facilities, this study was conducted with the aim of optimal energy management in sports venues under the ministry of energy with emphasis on renewable energy. the method of the present study was applied in terms of objective and descriptive-analytical in terms of data collection process. the statistical population of the present study included sports facilities under the ministry of energy and, as a case study, was the electricity industry of east azerbaijan province. based on the research findings, it was determined that electricity tariffs in sports venues have exploitation licenses (public consumption, cultural and sports tariffs) and the lowness of this tariff compared to other tariffs such agricultural, domestic, commercial, etc. it has eliminated the motivation of consumption management and cost management. the use of renewable energy in these places as a government complex and also in the case of transfer to the private sector from the point of view of private management, it does not have the benefits of motivating investment and has no economic justification. based on the rate of return based on 10400 rials of free investment, the rate of return of investment is 13.73 and the payback period is 83 months. and based on the rate of return, based on 560 rials, the rate of return of investment is 12.4 and the payback period is over 240 months. the project, which is 20 years old, has no return of investment. therefore, by using renewable energy in sports facilities, it is possible to reduce the cost of energy carriers on a self-sufficient basis, and in addition, by selling excess generated energy to the distribution network, it started to generate long-term income.
