پاسخگویی کارگزاران از دیدگاه امیرالمومنین علی علیه‌السلام در نهج‌البلاغه

موضوع این پژوهش، پاسخگویی در جامعه با نگاهی به آموزه‌های علوی است و تلاش می‌کند به منظور دستیابی به تبیین پاسخگویی با روشی توصیفی – تحلیلی، به این پرسش پاسخ دهد که در رویکرد برگرفته از کلام حضرت امیر علیه‌السلام، چه مکانیزمی برای پاسخگویی کارگزاران و مدیران عالی در جامعه وجود دارد و اساساً توقع پاسخگویی از یکدیگر در تعامل‌های اجتماعی مبتنی بر چه خاستگاه‌هایی است؟ مقاله با بحثی در باره مفهوم نظارت و پاسخگویی آغاز می‌شود و در ادامه از هدف‌های پاسخگویی در بخش دولتی و گونه‌های متفاوت آن سخن به میان می‌آورد. هدف‌های پاسخگویی می‌تواند در برگیرنده مواردی همچون ابزار موثر برای نظارت بر قدرت، تضمینی بر کاربرد صحیح منابع ملی و ابزاری برای ارتقاء مدیریت خدمات عمومی باشد. در عین حال، بررسی‌ها نشان می‌دهد که پاسخگویی بر اساس کلام حضرت امیر علیه‌السلام مشتمل بر پاسخگویی در قبال مسولیت، پاسخگویی در قبال مردم، پاسخگویی در قبال بیت‌المال (اموال عمومی) و پاسخگویی در قبال عملکرد است.

Accountability of Executives in Nahj al-Balagheh according to Amir Al-Mu’minin Ali (AS)

The purpose of this research is to look at the Alavi teachings and explain them through descriptive-analytical method. It also aims to answer this question that in the approach taken from the word of the Imam Ali (peace be upon him), what mechanism is there for the accountability of senior executives and managers in society, and what are the origins of the expectation of accountability in social interactions? The article begins with a discussion of the concept of oversight and accountability, and then discusses the goals of accountability in the public sector and its different types. Accountability goals can include effective tools for monitoring power, ensuring the proper use of national resources, and tools for enhancing public service management. At the same time, studies show that accountability based on the word of the Imam Ali (peace be upon him) includes accountability toward responsibility, accountability to the people, accountability to the public (property) and accountability to the performance.
