بررسی کارنامه امنیتیِ خادم الحرمین الشریفین؛ از حجِ امن تا حجِ امنیتی

امنیت یکی از کلیدی ترین مواردی است که در طول تاریخ، نظر اندیشمندان را به خود جلب کرده است. تقریباً می توان گفت هیچ اندیشمند و یا نحله فکری نبوده که در مورد امنیت سخن نگفته باشد. با گذشت زمان، امنیت به عنوان پیشنیازی برای بارور شدن سایر استعدادها مطرح شد. این امر باعث گردید در طول تاریخ تعاریف متنوعی از امنیت ارائه گردد. این تعاریف متنوع به وضوح نشان می‌دهد نمی‌توان امنیت را تک ساحتی تعریف کرد و ابعاد مختلف آن را نادیده گرفت. عربستان سعودی به عنوان دولت میزبان حرمین شریفین، عهده دار برگزاری مراسم حج است و مهم‌ترین وظیفه پادشاه عربستان به عنوان خادم الحرمین الشریفین، تامین امنیت حجاج می‌باشد. این مقاله با روشی توصیفی- تحلیلی، با گردآوری داده ها به شیوه کتابخانه‌ای و مطالعه اسناد و متون، به دنبال پاسخ به این پرسش است که آیا آل سعود توانسته است امنیت حجاج را تامین کند؟ فرضیه پژوهش این است که آل سعود به جای تامین امنیت حجاج به دنبال امنیتی کردن حج بوده است. در نهایت این مقاله بر آن است که با تاکید بر تقویت روحیه مطالبه‌گری حجّاج ، این نکته را یادآوری کند که کارگزارن حج و حج گزاران باید برقراری تعادل میان امنیت و حقوق انسانی و به وجود آوردن فضایی امن در موسم حج را به عنوان مطالبه ای بر حق از خادم الحرمین الشریفین مطرح کنند. در کنار احترام به قوانین دولت میزبان، تامین امنیت زائران در تمام ابعاد باید مورد مطالبه جدّی تمام مسلمانان قرار گیرد.
