جایگاه و نقش راهبرد فرهنگ سازی در افزایش باروری و جمعیت

موضوع کم‌فرزندآوری و کاهش باروری، دارای ابعاد و زوایای گوناگون است. با این همه، اما بیش از آنکه مسئله‌ای جمعیت‌شناختی باشد، پدیده‌ای فرهنگی است. ازاین‌رو راه برون‌رفت از آن نیز از سنخِ امر فرهنگی است. همان‌گونه که کم‌فرزندآوری در دهه‌های پیشین فرایندی بود که از طریق فرهنگ در جامعه ایرانی، اشاعه یافت. یکی از مهم‌ترین راهبردهای فرهنگی برای افزایش باروری و جمعیت، فرهنگ‌سازی است. سیاست‌گذاران و برنامه‌ریزان در طراحی، تدوین و اجرای الگوی افزایش جمعیت، از فرهنگ‌سازی بی‌نیاز نیستند. اهمیت و ضرورت فرهنگ‌سازی در موضوع افزایش باروری از آن جهت است که مسئلة فرهنگ بر شکل‌گیری جهان اجتماعی و نظام‌های معنایی متفاوت تاثیری شگرف دارد. ازاین‌رو در این نوشتار تلاش شده است تا جایگاه فرهنگ‌سازی در افزایش باروری و جمعیت، مورد بررسی قرار گیرد. داده‌های پژوهش به صورت اسنادی و کتابخانه‌ای جمع‌آوری شده و با کاربست روش توصیفی و تحلیلی، پردازش شده‌اند. یافته‌ها بیانگر این است که راهبرد فرهنگ‌سازی از طریق ترویج سبک زندگی اسلامی، ترویج ازدواج بهنگام و آسان، نکوهش تجرد، اصلاح الگوی مصرف، بهره‌گیری ظرفیت حمایتگری سالمندان، اشاعه گفتمان خانواده پرفرزند، تقبیح طلاق و فرهنگ‌سازی برای زایمان طبیعی بر افزایش باروری تاثیر می‌گذارد.

the position and the role of culture building strategy in increasing fertility and population

the low rate of fertility and population is considered as a multifaceted issue. however, this is more a cultural phenomenon than a demographic one. thus, just as low fertility spread through culture in iran decades ago, the way to tackle this problem is through culture. culture building is one of the most important strategies for increasing fertility and population. policymakers cannot ignore cultural strategies when designing population growth models. culture’s profound impact on shaping social worlds and meaning systems makes culture building essential in this regard. therefore, this study tries to examine the position of culture building in boosting fertility and population. using descriptive-analytical method, the data were collected via documentary and library sources. the findings indicate that culture building strategy through promoting islamic lifestyle, timely and easy marriage, condemning celibacy, reforming the consumption model, utilizing the supportive capacity of the elderly, normalizing the culture of having large families, discouraging divorce, and promoting natural childbirth effectively increase fertility.
