زبان فارسی به‌مثابه قدرت نرم سیاست‌گذاری جمهوری اسلامی ایران در حوزه ایران فرهنگی

در‌ حال‌حاضر در عرصه سیاست‌گذاری، نظریه قدرت نرم یکی از نظریات پرکاربرد و بااهمیت است. بر همین اساس، این مقاله درصدد است تا با تکیه بر نظریه قدرت نرم و ضرورت توجه به آن، ماهیت سیاست‌گذاری قدرت نرم در جمهوری اسلامی ایران را مورد تحلیل قرار دهد؛ ازاین‌رو، از بین عناصر تاثیرگذار بر سیاست‌گذاری قدرت نرم، ظرفیت‌های زبان فارسی را برای این پژوهش مهم تشخیص داده و با بهره‌گیری از روش اسنادی و کتابخانه‌ای، با رویکرد توصیفی تحلیلی، نقش ظرفیت‌های زبان فارسی در بازیابی و بازآفرینی هویت مشترک منطقه‌ای و ایجاد همگرایی، انسجام و وحدت منطقه‌ای را مورد مطالعه و بررسی قرار می‌دهد و درپی پاسخ‌گویی به این سوال اصلی است که «چگونه سیاست‌گذاری جمهوری اسلامی ایران بر پایه ظرفیت‌های زبان فارسی در حوزه ایران فرهنگی، کارآمد و موثر خواهد بود؟». درنتیجه فرضیه تحقیق این‌گونه است که سیاست‌گذاری کارآمد و موثر قدرت نرم جمهوری اسلامی ایران بر پایه زبان فارسی در حوزه ایران فرهنگی که دارای ظرفیت‌هایی مانند معرفت، اخلاق، فرهنگ، فلسفه دینی، سبک زندگی فردی و اجتماعی است می‌تواند به ایجاد قدرت نرم منطقه‌ای ایران بینجامد.

soft power policy-making of the islamic republic of iran based on the capacities of the persian language in the iranian cultural sphere

in contemporary policymaking, the theory of soft power is one of the most widely applied and significant theories. accordingly, this article aims to analyze the nature of soft power policymaking in the islamic republic of iran, emphasizing the necessity of this approach. among the various factors influencing soft power policymaking, the capacities of the persian language are identified as crucial for this study. utilizing a documentary and library-based methodology with a descriptive-analytical approach, the article examines the role of the persian language in the restoration and regeneration of a shared regional identity, fostering convergence, cohesion, and regional unity. the central research question is: &how can iran’s soft power policymaking, based on the capacities of the persian language in the iranian cultural sphere, be effective and efficient?& the study hypothesizes that an efficient and effective soft power policy of the islamic republic of iran, founded on the persian language and its capacities—including knowledge, ethics, culture, religious philosophy, and individual and social lifestyle—can lead to the formation of iran’s regional soft power.
