تحلیل نقش سازمان‌های اطلاعاتی در تقویت همبستگی اقوام ایرانی (مطالعه موردی کُردها)

یکپارچگی ملی یکی از منابع قدرت و عوامل امنیت‌ساز به‌شمار می‌رود؛ ازاین‌رو، در جوامع ناهمگون، همگرایی و همبستگی گروه‌های مختلف اجتماعی ازجمله اقوام، به منظور تحقق یکپارچگی که اغلب بر محور هویت ملی محقق می‌شود، از اهمیت بسزایی برخوردار است. حکومت‌ها برای تحقق این هدف از ابزار گوناگونی بهره می‌برند؛ در این میان، سازمان‌های اطلاعاتی با توجه به وفاداری به نظام سیاسی، دسترسی به سیاست‌گذاران و تصمیم‌گیران و برخورداری از امکانات منحصربه‌فرد، نقش تعیین‌کننده‌ای دارند. بر این اساس، نوشتار حاضر به دنبال پاسخ به این پرسش است که «نقش سازمان‌های اطلاعاتی در تقویت همبستگی ملی اقوام ایرانی چیست؟» که با بررسی و تلفیق ادبیات موجود درخصوص همبستگی اجتماعی و کارکردهای سازمان‌‌های اطلاعاتی، تلاش شد با ارائه مدل به این سوال پاسخ داده شود. همچنین، به منظور محسوس نمودن مباحث طرح‌شده، شهروندان کُرد اهل سنت استان کردستان به‌عنوان نمونه مورد مطالعه انتخاب شدند. با استفاده از منابع کتابخانه‌ای، تحلیل ثانویه، اخبار، تحلیل‌ها و گزارش‌های موجود، مشخص شد سازمان‌های اطلاعاتی با ارائه شناخت از وضعیت‌ها و فرایندها، نظارت بر روندها و درصورت نیاز، اقدام تخصصی متناسب با ویژگی‌های فرایند همبستگی، در تسهیل این فرایند، تقویت نقاط مثبت، رفع آسیب‌های سیستم و خنثی‌سازی تهدیدات و اقدامات موجد اختلال در آن، ایفای نقش می‌نمایند.

analyzing the role of intelligence organizations in strengthening solidarity of iranian ethnicities (a case study of the kurds)

national integration is one of the sources of power and security factors, therefore, in heterogeneous societies, the convergence and solidarity of different social groups, including ethnic groups, are of great importance in order to realize integration, which is often realized on the axis of national identity. governments use various tools to achieve this goal, meanwhile, security organizations play a decisive role due to their loyalty to the political system, access to policy makers and decision makers, and having unique facilities. based on this article seeks to answer the question, what is the role of the security organizations of the islamic republic of iran in strengthening the national solidarity of iranian peoples? this question has been tried to be answered by examining and combining the existing literature regarding social solidarity and the function of security organizations. also, in order to feel the proposed issues, sunni kurdish citizens of kuristan province were selected as the study sample. by using library sources, secondary analysis, news, analyzes and existing reports, it was determined that intelligence organizations provide knowledge of situations and processes, monitor trends and, if necessary, take specialized action in accordance with the characteristics of the solidarity process, in facilitating this process, strengthening points positively, they play a role in removing system damage and neutralizing threats and disruptive actions.
