تحلیل سیاستی همبستگی ملی در سیاست‌های کلی برنامه‌های توسعه

همبستگی ملی از ارکان اقتدار نظام و قدرت ملی محسوب می‌شود. این حوزه اهمیتی چشمگیر داشته و دارای سیاست‌های متعدد است. سیاست‌های کلی برنامه‌های توسعه همواره گوشه‌ای از توجه خود را معطوف به همبستگی ملی و مفاهیم پیرامونی آن داشته‌اند؛ لکن، ازجمله آسیب‌های سیاست‌های حوزه‌ی همبستگی ملی نبود دکترین معین و واحد است. سوال این پژوهش آن است که تحلیل سیاستی همبستگی ملی در سیاست‌های کلی برنامه‌های توسعه چه چیزی را نشان می‌دهد؟ برای پاسخ به این سوال، سیاست‌های برنامه‌ای با روش دلالت‌پژوهی مطالعه شده‌اند. یافته‌های کاربست این روش، مفاهیم و موضوعاتی هستند که در کنار همبستگی ملی، در سیاست‌های برنامه‌ای توسعه مشاهده می‌شوند. با بررسی این مفاهیم و موضوعات و نیز کاربست رهیافت سیاستی دکترینی شافریتز، معلوم می‌شود که دکترین واحدی درخصوص همبستگی ملی در سیاست‌های برنامه‌ای وجود ندارد. چنین فقدانی باعث می‌شود زیرساختی اساسی برای ایجاد ثبات حوزه همبستگی ملی نیز وجود نداشته باشد. نگارندگان بر آن هستند تا آغازگر تلاشی برای ارائه‌ی دکترین واحد باشد که ریشه در فلسفه‌ی همبستگی ملی، یعنی حفظ قدرت و اقتدار نظام دارد.

national solidarity is considered as one of the pillars of the system’s authority and national power. this area is very important and it has many policies. the general policies of development programs have always paid little attention to national solidarity and its surrounding concepts. but one of the harms of policies in the field of national solidarity is the lack of a definite and unified doctrine. the question of this research is what does the political analysis of the national solidarity in the general policies of development programs show? to answer this question, policies of development programs are studied by the implication research method. the findings of the application of this method are the concepts and issues that can be seen in the development policies along with the national solidarity. by examining these concepts and topics, and also applying shafritz’s doctrinal political analysis, it is clear that there is no any doctrine regarding national solidarity in program policies. such a lack causes that there is no basic infrastructure to create stability. the authors wants to start the unified doctrine, which is rooted in the philosophy of national solidarity, which means maintaining the power and authority of the system.
