راهکارهای ظرفیت‌سازی اندیشکده‌های راهبردی در مدیریت مسائل هویتی ایران

امروزه به دلیل پیچیده‌تر شدن مسائل هویتی، حل مسائل مزمن هویتی نظیر شکاف‌های قومی و مذهبی و نیز شکاف‌های گفتمانی، صرفاً با اتکا به ظرفیت دولت‌ها امکان‌پذیر نیست. لذا بهره‌گیری از اندیشکده‌های مطالعاتی و نیز تخصصی راهبردی به رکن اساسی توسعه ظرفیت‌های کنشگران حاکمیتی، در حل مسائل هویتی مبدل شده است. شدت یافتن مداخلات خارجی چندجانبه در منطقه، علیه هویت شیعی، اسلامی، ایرانی و افزایش فشارهای سخت و نرم‌افزاری در حوزه برخی معضلات هویتی، ضرورت ایجاد و توسعه ظرفیت اندیشکده‌های تخصصی را نه‌تنها جهت مشارکت در حوزه تصمیم‌سازی، بلکه جهت ایفای نقش در حوزه برنامه‌ریزی و اجرا، قوت بخشیده است. امروزه با تکیه به بازیگران و کنشگران دولتی نمی‌توان در حل مسائل پیچیده حوزه هویت ایران، موفق عمل کرد. در این تحقیق بر پایه نشست‌های فشرده و نسبتاً گسترده خبرگی، ‌با استفاده از خبرگان و صاحب‌نظران امر، طرحی برای تولید و توسعه ظرفیت اندیشکده‌های مطالعات راهبردی تخصصی ارائه شده است که در آن الزامات، فرآیندها و الگوی نظام تصمیم‌گیری و سیاست‌گذاری راهبردی بومی در حوزه حل مسائل هویتی ایران به‌منظور نیل به وضعیت مطلوب ارائه شده است.

Capacity Building of Strategic Think Tanks in the Management of Iran’s Identity Issues

Nowadays, due to the increasing complexity of identity issues, solving multilayered and chronic identity issues such as ethnic and religious divisions as well as discourse divisions is not possible by relying exclusively on the capacity of governments. Therefore, the use of think tanks as well as strategic expertise has become an essential element in developing the capacities of government actors in solving identity problems. Intensification of multilateral foreign interventions in the region, against Shiite, Islamic, Iranian identity and increasing hardware and software pressures in the field of some identity problems, the need to create and develop the capacity of specialized think tanks not only to participate in decision making, but also to play a role in planning And Implementation has been strengthened. Today, relying solely on government actors and activists, we cannot succeed in solving the multifaceted and complex problems of Iran’s identity. We make In this research, a plan to building and develop the capacity of specialized think tanks based on intensive and relatively extensive specialists meetings, using People with experience and related expertise and pundits and we have provide the requirements, processes and model of local strategic decisionmaking system to solve Iran’s identity issues in order to achieve the desired situation.
