تبیین رابطه مدیریت محلی با ساختار سطح ملّی در دولت‌های متمرکز: مطالعه موردی ترکیه

سازمان‌دهی سیاسی فضا در جهان امروز اهمیت زیادی پیدا کرده است. در سطح تقسیمات کشوری و تفویض اختیار به مناطق به دلیل اقتضائات دیوانی و سیاسی، حکومت‌ها ناچار از سازمان‌دهی‌های جدیدتر با توجه به شرایط خود شده‌اند. درنتیجه این تحولات به‌تدریج ساختارهای جدیدی برای مدیریت فضا شکل گرفت که این ساختارها کنش‌های انسانی را ساماندهی می‌کنند. بر این اساس طیفی گسترده از کشورهای با اختیارات گسترده محلی تا کشورهای متمرکز بسیط با فقدان اختیارات محلی شکل گرفته‌اند. در ترکیه همه سطوح مدیریت محلی و ناحیه‌ای و تفویض اختیار به نهادهای عمومی غیردولتی در پرتو اصل تلقی واحد از دولت ملتقابل ‌تحلیل است و در صورت تعارض بین اختیارات و صلاحیت‌های اداری اصل سوم و صدوبیست‌و‌سوم بر سایر اصول رجحان خواهد داشت. یافته‌های این پژوهش نشان می‌دهد که اگرچه ترکیه در دو دهه قبل، اصلاحات زیادی درزمینه‌ی مدیریت‌های محلی براساس استانداردهای اروپا انجام داد اما با ناامیدی این کشور از ورود به اتحادیه اروپا، مجدداً نظام متمرکز تقویت‌ شده است. «نظام کنترل دولت مرکزی» بر مدیریت‌های محلی ماهیت چندلایه دارد و نهادهای محلی توسط نهادهای ملّی به طرق مختلف محدود و کنترل می‌شوند.

The Explanation of the Relation between Local and National Authorities in Unitary States: The Case Study of Turkey

With the formation of state in the geographical space, a kind of management and administrative system will be necessary for them. There is a relationship between state and the pattern of spatial distribution of political power in geographical areas. The spatial distribution of power varies in political systems and systems. In the federal states, there are vast local powers, and in the centralized states, they are associated with a lack of local authority.In the Republic of Turkey, we must explain all levels of the local and the regional administration and the delegation of authority to public organizations in the light of the principles of the unitary state. As articles 3 and 123 of the constitution indicate, the central government’s will is determinative in the case of conflict between administrative power and competencies. The findings of this study show that although Turkey has established several local governance reforms based on European standards in the last two decades, its centralized system has been strengthened again after its frustration with the accession to the European Union. The central government control system over local authorities is multilayered so that these authorities are limited and controlled by the national government in various ways. This research has drawn a study about the politicaladministrative relations between the central government and subnational authorities in the Republic of Turkey.
