ویژگی های سیاست‌گذاری مطلوب دفاعی جمهوری اسلامی ایران

سیاست دفاعی خط مشی ها و راهکارهای یک دولت اعم از نظامی، اقتصادی، سیاسی و فرهنگی و ... برای به کارگیری عناصر قدرت ملی به منظور برقراری امنیت ملی و رفع یا دفع تهدیدهای داخلی و خارجی کشور است و تدوین آن همچون سایر سیاست گذاری های ملی، نیازمند رعایت اصول و قواعد خاصی می‌باشد. دستیابی به اهداف سیاست‌گذاری دفاعی که شامل: رفع یا دفع تهدیدها، پیشگیری از جنگ، حل‌وفصل منازعات منطقه‌ای، قدرت سازی و قدرت افزایی و ... می‌باشد، مستلزم آن است که سیاست های تدوینی از ویژگی‌های مطلوبی برخوردار باشد تا بتواند در مقابل تهدیدهای آینده و محیط آکنده از بی‌ثباتی، عدم قطعیت، پیچیدگی و ابهام، پاسخگو باشد. از طرفی سیاست گذاری دفاعی در ج.ا.ایران متناسب با اصول و آرمان های اسلام و انقلاب اسلامی و در راستای مقابله با تهدیدهای استکبار جهانی تدوین می‌گردند، بنابراین سوال اصلی این مقاله بدین‌صورت در ذهن محققین شکل گرفت که «ویژگی های سیاست‌گذاری مطلوب دفاعی ج.ا.ایران کدامند؟»، لذا پژوهشگران به دنبال شناسایی و احصاء «ویژگی های سیاست‌گذاری مطلوب دفاعی ج.ا.ایران» می‌باشند. این پژوهش از نوع کاربردی-توسعه‌ای محسوب شده و روش تحقیق نیز که با رویکرد آمیخته است، با استفاده از تکنیک های توصیفی و تحلیلی انجام شده است. حجم جامعه آماری این تحقیق به‌صورت تمام شمار 30 نفر در نظر گرفته شده است. تجزیه‌وتحلیل اطلاعات و داده‌های حاصل از مطالعه منابع، به روش کیفی انجام شده و اطلاعات حاصل از پرسشنامه با استفاده از روش معادلات ساختاری با رویکرد حداقل مربعات جزئی و بهره گیری از نرم افزار پی ال اس مورد تحلیل قرار گرفته است. نتایج تحقیق ویژگی های سیاست‌گذاری مطلوب دفاعی ج.ا.ایران را در سه بعد: «داخلی، خارجی و کلی» و تعداد 62 ویژگی دسته بندی می کند.

defense policy is a framework for coordinating military, economic, political and cultural tools by the government to remove or repel threats and establish stability and security in the country, and its formulation, like other national policies, requires the observance of certain principles and rules. achieving the goals of defense policy, which includes: eliminating or repelling threats, preventing war, resolving regional conflicts, strengthening and increasing power, etc., requires that the formulated policies have favorable characteristics in order to be able to face threats. the future and the environment full of instability, uncertainty, complexity and ambiguity should be responsive. on the other hand, defense policies in the republic of iran are formulated in accordance with revolutionary principles and ideals and in the direction of confronting the threats of global arrogance, so the main question of this article was formed in the minds of the researchers as follows: the characteristics of desirable defense policies what are the j.a. of iran?, therefore, the researchers seek to identify and quantify the characteristics of the desirable defense policies of the j.a. of iran.this research is considered to be an applied-developmental type and the research method, which is mixed with the approach, was carried out using descriptive-analytical method. the size of the statistical population of this research is 30 people. analysis and analysis of the information and data obtained from the study of sources have been described and analyzed in a qualitative way, and the information obtained from the questionnaire has been analyzed using the method of structural equations with the partial least squares approach and using the pls software. the results of the research showed that the features of iran’s favorable defense policy are in three dimensions: internal, external and general and there are 62 features.
