ارائه الگوی همگرایی امنیت دریایی شمال اقیانوس هند با تاکید بر حوزه های نظامی و اقتصادی

اقیانوس هند، اقیانوسی راهبردی، مهم و اقتصادی در جهان است و پل ارتباطی میان جنوب غرب آسیا، خاور، جنوب و جنوب خاوری آسیا، استرالیا، آفریقا، اروپا و آمریکا است و حجم سنگینی از آمد و شد دریایی جهان را در خود دارد. با نگرش به موقعیت راهبردی اقیانوس هند، بازیگران منطقه‌ای و فرامنطقه‌ای دارای علایق ژئوپلیتیکی متفاوتی در این منطقه هستند که بعضاً ممکن است زمینه بروز بحران‌های امنیتی در این منطقه را پدید آورد. هدف تحقیق ارائه الگوی  همگرایی امنیت دریایی در حوزه شمال اقیانوس هند با تاکید بر حوزه های نظامی و اقتصادی است. این پژوهش از نظر هدف «کاربردی توسعه ای» و از نظر شیوه اجرا ،  داده بنیاد با رویکرد آمیخته می باشد. روش نمونه گیری در این پژوهش تمام شمار وجامعه خبرگی 12  تعیین شده است .جمع آوری داده ها نیز از طریق روش مصاحبه ی نیمه ساختاریافته انجام شده و تا اشباع نظری ادامه پیدا نموده است. بر اساس نتایج پژوهش 71 مفهوم ، 57 مقوله و33 مضمون شامل 6 عامل علی مانند عوامل دفاعی امنیتی، عوامل ژئوپلیتیکی وعوامل اقتصادی، 4 عامل زمینه ای مانند بستر لازم برای استقلال منطقه ای، زمینه ایجاد نیروی مشترک و مرکب، 7 عامل مداخله گر مانند توان نیروی دریائی کشورها، موقعیت ژئواستراتژیک، آسیب‌پذیری اقتصادی کشورها، تعارض منافع، 6 راهبرد مانند استفاده از ظرفیت همگرائی و همبستگی، کاهش حضور نظامی بازیگران و قدرت های مداخله گر خارجی  و10 پیامد مانند افزایش بهره گیری ازعمق راهبردی ج.ا.ایران، افزایش میزان همبستگی کشورهای منطقه با ج.ا.ایران، مشارکت در ائتلاف دفاعی امنیتی، تعاملات نظامی، مناسبات اقتصادی احصاء و الگوی همگرایی امنیت دریایی در حوزه شمال اقیانوس هند با تاکید بر حوزه های نظامی و اقتصادی تدوین گردید.

presenting a convergence model of maritime security in the north indian ocean with emphasis on military and economic areas

indian ocean is a strategic, important and economic ocean in the world to the extent that it has been known as the heart of the world’s oceans and is a bridge among southwest asia, east, south and southeast asia, australia, africa, europe and the united states. it contains a large volume of the world’s maritime traffic. concerning the strategic location of indian ocean, regional and transregional actors have different geopolitical interests in the region, which may sometimes lead to security crises in the region. the present research benefits from practicaldevelopmental type of design inspired by an exploratory and grounded theory methodology and mixedmethod approach. the sampling method in this study was to determine the total number and the participant experts included 12. data collection was also done through semistructured interview and continued until theoretical saturation. based on the results of the study, 11 concepts, 71 categories and 33 themes including 6 causal factors such as defensesecurity factors, geopolitical factors and economic factors, 4 contextual factors such as the necessary basis for regional independence, and the creation of a common and combined force were obtained. there was one intervening factor such as naval capability of countries, geostrategic position, economic vulnerability of countries, and conflict of interest were also attained. six strategies such as using the capacity of convergence and solidarity, reducing the military presence of foreign actors and intervening powers and 11 consequences such as increasing the use of strategic depth of the islamic republic of iran, increasing the degree of solidarity of countries in the region with the islamic republic of iran, participation in the defensesecurity coalition, military interactions, and economic relations were emerged, leading to the development of the convergence model of maritime security in the north indian ocean with emphasis on military and economic areas.
