پایش محیطی پیشران‌ها و روندهای موثر بر تهدیدات آینده از منظر دفاع دانش‌بنیان

هدف از پایش محیطی موضوعات، افزایش شناخت، تسهیل و تسریع در بررسی و تحلیل آن‌ها است. با توجه به گستردگی موضوع تهدید، مکاتب گوناگون و نظریه‌پردازان حوزه امنیت، تهدیدات را از زوایای مختلف موردبحث قرار می‌دهند. ضعف در شناخت صحیح تهدیدات آینده، باعث نبود زبان مشترک و بیشتر شدن اشتباهات در تجزیه‌وتحلیل برای تصمیم سازان دفاعی خواهد شد. رویکرد دفاع دانش بنیان به‌عنوان ابزاری جهت تامین امنیت کشور، با بهره‌گیری از تمامی توانایی‌های دفاع دانشی است. با استفاده از قابلیت‌های دفاع دانش بنیان، می‌توان تهدیدکننده و تهدیدشونده را شناسایی، مرجع مقابله‌کننده با تهدید و چگونگی دفع آن را با سیاست سازی، تدوین رهنامه و راهبرد بیان نمود. لذا مقاله حاضر سعی دارد با پایش محیطی پیشران‌ها و روندهای جهانی موثر بر تهدیدات نظامی آینده، آن‌ها را بازشناسی نموده و درجه اهمیت هرکدام را از منظر دفاع دانش‌بنیان بیان نماید. تحقیق حاضر از نوع کاربردی توسعه‌ای و ازنظر روش، توصیفی-تحلیلی است. حجم نمونه این تحقیق شامل 77 نفر از خبرگان و کارشناسان با استفاده از روش نمونه‌گیری طبقه‌ بندی تصادفی هستند. در این تحقیق از روش کتابخانه‌ای و میدانی جهت گردآوری اطلاعات و از ابزار مصاحبه و پرسشنامه ی بسته بهره برده شده است. نتایج حاصله از این تحقیق نشان می‌دهد، می‌توان با استفاده از توانمندی و قابلیت‌های مولفه‌های دفاع دانش بنیان، امکان شناخت بیشتر تهدیدات آینده را مهیا نمود و بستر مناسب‌تری برای تسهیل و تسریع در بررسی و تحلیل تهدیدات برای سامانه دفاعی کشور آماده نمود.

Environmental monitoring of drivers and trends affecting future threats from the perspective of knowledge-based defense

The purpose of environmental monitoring of issues is to increase cognition, facilitate and expedite their review and analysis. Given the breadth of the threat, various schools and security theorists discuss threats from different angles. Lack of proper understanding of future threats will lead to a lack of common language and more errors in analysis for defense decision makers. The knowledgebased defense approach is a tool to ensure the security of the country, using all the capabilities of knowledge defense. Using the capabilities of knowledgebased defense, it is possible to identify the threat and the threatened, the authority to deal with the threat and how to repel it by policymaking, development of guidelines and strategies. Therefore, the present article tries to identify the impulses and global trends affecting future military threats by environmental monitoring, and to express the importance of each from the perspective of knowledgebased defense. The present research is of applieddevelopmental type and in terms of method, descriptiveanalytical. The sample size of this study includes 77 experts using stratified random sampling method. In this research, library and field methods have been used to collect information and closed interview and questionnaire tools have been used. The results of this study show that by using the capabilities and capabilities of knowledgebased defense components, it is possible to identify more future threats and provide a better platform to facilitate and expedite the review and analysis of threats to the country’s defense system.
