مسئولیت پذیری در تراز انقلاب اسلامی مبتنی بر اندیشه مقام معظم رهبری(مد‌ظله‌العالی)

مقام معظم رهبری در سه دهه گذشته به ویژه چندسال اخیر، مسئولان جمهوری اسلامی ایران را در دیدارها و بیانات زیادی مورد خطاب قرار داده و تلاش داشتند که به تبیین انتظارات و ویژگی های مسئولان کشور بپردازند تا از این رهگذر، مسئولیت پذیری مطلوب برای پیشرفت و تعالی کشور را ترسیم نمایند که در این راستا شاید مهمترین و جامع ترین سند، بیانیه گام دوم انقلاب اسلامی است. پژوهش حاضر با هدف استخراج مولفه‌های مسئولیت پذیری در نظام ج. ا.ا مبتنی بر اندیشه مقام معظم رهبری و با استفاده از روش تحقیق داده بنیاد شکل گرفته است. جامعه آماری اختصاص به تمامی متن بیانیه گام دوم انقلاب اسلامی ایران داشته و حجم نمونه شامل بخش هایی از بیانیه است که مقام معظم رهبری در آن، مسئولان یا جوانان را در راستای مسئولیت پذیری مورد توصیه یا مطالبه قرار می‌دهند. روش گردآوری داده ها، کتابخانه ای و ابزار پژوهش، فیش برداری است. تعداد 254 خصیصه (داده) برای مسئولیت پذیری استخراج شد. نتایج کدگذاری های سه مرحله ای باز، محوری و انتخابی، به ترتیب منجر به استخراج 63 مفهوم، 27 مولفه و 4 بُعد گردید. یافته های پژوهش نشان می‌دهد که برای مسئولیت پذیری در تراز انقلاب اسلامی باید بر مولفه های چهار محور اساسی «بایدهای فردی مسئولان»، «مطالبه های مسئولیتی از مسئولان»، «بایدهای فردی جوانان» و «مطالبه های مسئولیتی از جوانان» متمرکز بود. همچنین نگاه مقام معظم رهبری در واگذاری مسئولیت تاکید بر استفاده از جوانان و تابعی از میزان پایبندی به شعائر و ارزش های دینی، انقلابی و ملی، حرکت بر پایه عدالت محوری و تلاش برای تامین رفاه امنیت مردم و کشور است.

Responsibility at the level of the Islamic Revolution based on the thought of the Supreme Leader

In the last three decades, especially in the last few years, the Supreme Leader has addressed the officials of the Islamic Republic of Iran in many meetings and statements and tried to explain the expectations and characteristics of the country’s officials in order to achieve the desired responsibility. To depict the progress and excellence of the country, in this regard, perhaps the most important and comprehensive document is the statement of the second step of the Islamic Revolution. The aim of this study is to extract the components of responsibility in the system c. AA is based on the idea of the Supreme Leader and is formed using the databased research method. The statistical population is dedicated to the full text of the second step of the Islamic Revolution of Iran and the sample size includes parts of the statement in which the Supreme Leader recommends or demands the officials or the youth in order to be held accountable. The method of data collection, library and research tools is filing. 254 attributes (data) were extracted for accountability. The results of threestage open, axial and selective coding led to the extraction of 63 concepts, 27 components and 4 dimensions, respectively. Findings show that in order to be responsible at the level of the Islamic Revolution, one must focus on the four basic components of &individual needs of officials&, &responsibility demands of officials&, &individual needs of youth& and &responsibility demands of Youth& was focused. Also, the Supreme Leader’s view in delegating responsibility is to emphasize the use of the youth and a function of the degree of adherence to religious, revolutionary and national rituals and values, moving on the basis of central justice and striving to ensure the security of the people and the country.
