بررسی و تحلیل ظهور داعش در عراق و سقوط موصل از منظر غافل‏گیری نظامی امنیتی

با تشکیل جبهه مقاومت در کشورهای عراق، سوریه، لبنان و یمن و گسترش عمق راهبردی انقلاب اسلامی، اقدامات تقابلی دشمنان علاوه بر ج.ا.ایران، این کشورها را نیز در بر گرفته ‎است. یکی از این اقدامات استفاده از توان مسلمانان سنی مذهب با گرایش‌های سلفی گری و وهابی و تشکیل گروه‏های تروریستی مانند داعش در منطقه است. این موضوع بیانگر این مهم است که ج.ا.ایران بایستی مراقبت نماید تا علاوه بر محدوده سرزمینی خود، در کشورهای حوزه مقاومت نیز غافل‏گیر نشود.در این مقاله به دنبال پاسخ عالمانه به این سوال اصلی هستیم: که آیا ج.ا.ایران در زمان ظهور داعش در عراق و سقوط موصل دچار غافل‏گیری شد؟ در صورت تایید غافل‏گیری ج.ا ایران در زمان سقوط موصل، سوالات فرعی مطرح می‌گردد: 1 علل و عوامل غافل‏گیری ایران در سقوط موصل چه بود‌ه‌اند؟ 2 راه‌کارهای پیش‏گیری از غافل‏گیری نظامی امنیتی از منظر رویکردی، ساختاری و روشی در آینده کدام‌اند؟این پژوهش در زمره تحقیقات کاربردی توسعه‌ای بوده و از ترکیب داده‌های کمی و کیفی شامل مصاحبه و پرسش‌نامه باز و بسته استفاده‌شده و روش تحقیق آن آمیخته (توصیفی – تحلیلی) است. قلمرو این پژوهش ازلحاظ زمانی از ابتدای انقلاب اسلامی تاکنون و ازلحاظ مکانی حوزه قلمرو نفوذ انقلاب اسلامی و ازلحاظ موضوعی ارائه راهکار پیش‏گیری از غافل‏گیری نظامی امنیتی است. به‌منظور پاسخ‌گویی به سوالات پژوهش، ضمن مطالعه اسناد بالادستی، مصاحبه با نخبگان و مطالعه تطبیقی، 9 مولفه و 60 گویه در حوزه غافل‏گیری احصاء گردید و در قالب سه پرسشنامه و برگزاری هیئت‌های اندیشه‌ورز نظرات خبرگان امر اخذ گردید و معین شد که جمهوری اسلامی ایران در سقوط موصل دچار غافل‏گیری از جنس غفلت و خیانت شده است. در ادامه علل و عوامل غافل‏گیری موردبررسی قرارگرفته به روش ahp رتبه‌بندی و درنهایت برای رفع ضعف‌ها و علل غافل‏گیری، راهکارهای رویکردی، ساختاری و روشی ارائه‌شده است.

Investigating the rise of ISIS in Iraq and the fall of Mosul From the perspective of military security surprise

By formation of the resistant front in Iraq, Syria and Yemen, and by developing strategic depth of Islamic Revolution, reciprocal actions of enemies have engulfed mentioned countries as well. One of those actions is enjoying the Sunni Muslim’s potentials with Salafi and Vahhabi approach. The topic states that I.R of Iran must take care until not being faced with surprised failure not only in its territory but also in the resistant country.In this article the researchers are following to answer the main question as: Has I.R of Iran been faced with surprised failure in Iraq and collapse of Mosul? If yes, the following subordinate questions are being answered: 1 What where the reasons of Iran’s surprised failure in collapse of Mosul? 2 What are the preventive ways of militarysecurity surprised failure by approach, structural and methodical in the future?The following research has been raised as developing and practical and by merging qualitative and quantitative inputs, as well as 3 openended questionnaires and mixed method has been used. The time territory is from resuming Islamic Revolution.To answer the questions, by studying upstream/high level documents, expert interviews and comparison studies 9 components and 60 attributes from surprised failure field have been discovered. By arranging expert meeting and 3 questionnaires all the ideas have received, so that we found the essence of the failure in Mosul was ignorance and treason. Reasons and factors of surprised failure have been studied and analyzed by AHP method. Finally, weaknesses and reasons of surprised failure have structural, methodical and logical approach as course of actions.
