تحلیل گفتمان ولایت‌فقیه در اداره امور کشاورزی

نقش حسّاس و اساسی کشاورزی در امنیت غذایی و ملّی باعث شده است تا دست‌اندرکاران سیاست‌گذاری کلان راهبردی کشور نسبت به بخش کشاورزی توجّهات ویژه‌ای را اعمال نمایند. هدف اصلی این مقاله تبیین گفتمان ولایت‌فقیه در اداره امور کشاورزی است. در این مقاله با تکنیک تحلیل محتوا و گفتمان؛ بیانات و آثار حضرت امام (رحمت ا... علیه) و حضرت امام خامنه‌ای (مدظله‌العالی) نشان داده‌شده است که مفهوم کانونی در گفتمان ولایت‌فقیه در حوزه اداره امور کشاورزی، «اداره امور کشاورزی بر اساس باور خود توانمندی» است. گفتمان ولایت‌فقیه واجد ضدیت‌ها، چالش‌ها و گفتمان‌های رقیب هم هست. برای تحلیل محتوا از نرم‌افزارهای متن کاو اطلس تی و مکس کیو دی ای و نرم‌افزارهای تجمیع کننده آثار امام (رحمت ا... علیه)، امام خامنه‌ای (مدظله‌العالی) استفاده و تحلیل گفتمان هم به روش لاکلا موفه تدوین و ارائه گردیده است. مقایسه آثار ولایت‌فقیه در موضوع اداره امور کشاورزی در طول پس از انقلاب تاکنون نشان می‌دهد که به اقتضای ظرفیت زمانه؛ نگاه هردو بزرگوار به جایگاه بخش کشاورزی چه از منظر امنیتی و مدیریتی یکسان مورد توجّه بوده است. در دوره ولایت حضرت امام (رحمت ا... علیه) و تقبیح تند ایشان از اصلاحات ارضی، نگاهشان، نگاهی ایجابی به بخش کشاورزی است؛ همچنان که حضرت امام خامنه‌ای (مدظله‌العالی) نیز به اقتضای دوران بعد از جنگ تحمیلی، برای تامین امنیت غذایی کشور، اهتمام به خودکفایی در تولیدات کشاورزی را با نگاه ایجابی برای استقلال کشور، اکیداً توصیه کرده‌اند.

Analysis of the discourse of the province in the Department of Agriculture

The critical and essential role of agriculture in food and national security has led the country’s strategic macropolicy makers to pay particular attention to the agricultural sector. The main purpose of this article is to explain the discipline of the province in the Department of Agriculture. This article has demonstrated the content and discourse technique of Imam Khomeini’s (Rahmallah) and Imam Khamenei’s (alAwali’s) speeches and works that show that the focal point in the discourse of the province is in the domain of agricultural affairs, selfgoverning agriculture Is. Provincial discourse also has competing challenges, challenges and discourses. During Imam Khomeini’s (R) era, and his sharp denunciation of land reform, their view of the agricultural sector is a positive one, just as Imam Khamenei (alAwaliyah), in the aftermath of the imposed war, has been instrumental in securing the country’s food security. They strongly recommend selfsufficiency in agricultural production with a positive view of the country’s independence.
