الزامات پیاده سازی نظام اطلاعات راهبردی ارتش جمهوری اسلامی ایران

یکی از مهم‌ترین وظایف و ماموریت سامانه های اطلاعاتی به ویژه سامانه های اطلاعاتی آجا تهیه و تامین اطلاعات راهبردی جهت تصمیم گیری و برنامه ریزی در سطوح عالی ارتش ج.ا.ایران است. این وظیفه مهم، به‌وسیله طراحی و پیاده سازی یک نظام منسجم اطلاعاتی متشکل از بخش ها و فرآیندهای مختلف و به‌کارگیری عوامل، ابزار و تجهیزات مختلف اطلاعاتی صورت می گیرد که پیاده سازی چنین نظامی در سامانه های اطلاعاتی آجا مستلزم الزامات و عوامل مختلفی است. هدف اصلی این تحقیق بررسی الزامات پیاده سازی نظام اطلاعات راهبردی در سامانه اطلاعاتی آجا می باشد. این تحقیق از نوع کاربردی توسعه‏ای، روش تحقیق توصیفی تحلیلی و روش گردآوری اطلاعات به دو روش کتابخانه ای و استفاده از ابزار فیش برداری و روش میدانی با استفاده از ابزار مصاحبه و پرسشنامه می باشد. با توجه به تخصصی بودن موضوع، جامعه آماری از بین خبرگان و صاحب نظران اطلاعاتی دارای سابقه‌ خدمت در مشاغل راهبردی و جایگاه سرتیپی به بالا به تعداد 60 نفر تعیین گردید. حجم نمونه به‌صورت هدفمند از بین خبرگان اطلاعاتی نظامی با ویژگی های اشاره‌شده تعیین و با توجه به محدود بودن حجم جامعه نمونه و انطباق آن بر جامعه آماری، به‌صورت تمام شمار در نظر گرفته شد. به منظور تجزیه‌وتحلیل داده ها، ابتدا با فیش برداری از مطالعات کتابخانه ای و مصاحبه با خبرگان و صاحب نظران اطلاعاتی، عوامل موثر در عملکرد نظام اطلاعات راهبردی آجا تعیین و مجدداً از هم پوشانی اسناد و مدارک، مصاحبه ها و ادبیات تحقیق، الزامات پیاده سازی نظام اطلاعات راهبردی آجا احصاء گردید سپس از طریق پرسش نامه بین جامعه آماری توزیع و نتیجه از طریق سطح معناداری با ضریب اطمینان 95 درصد و خطای 5 درصد مورد تایید قرار گرفت. نتایج حاصله از این تحقیق نشان می دهد که 18 عامل و مولفه عمده و اساسی در پیاده سازی نظام اطلاعات راهبردی آجا موثر هستند که از بین الزامات احصاء شده، نیروی انسانی کمی و کیفی، منابع مالی و اعتبارات مکفی، ساختار و سازمان متناسب، فناوری های به روز، تجهیزات و ابزارهای فنی به روز جمع آوری، آموزش به روز اطلاعاتی متناسب با شرایط و تحولات حال و آینده، بیشترین تاثیر و ضرورت را در پیاده سازی نظام اطلاعات راهبردی آجا دارند.

One of the most important tasks and misions of I.R of Iran,s army strategic intelligence system is preparing and providing of strategic intelligence for decision making and planning at high levels of IR.Iran army. This important task is accomplished by designing and Implementating an integrated strategic intelligence system of different sectors and processes and use of various factors, intelligence equipment and tools that Implementation of such system requires different requirments and factors.The main aim of this research is study of The I.R of Iran,s army strategic intelligence system Implementation requirments. The Kind of survey is practicaldeveloment, method of research is descriptiveanalytical and gathering information method with use of library method and fishing (taking notees) tool, and field method with use of interview and questionnaire tools.Due to the specialization of subject, statistical community were estimated among 60 intelligence experts that have an experience in strategic position and brigadier position and above.In order to analyze the data, at first the effective factors on I.R of Iran,s army strategic intelligence system performance were determined by fishing from library studies and interviews with intelligence experts, and again effective factors on I.R of Iran,s army strategic intelligence system performance were gattered by overlap of documents, interviews and library studies. Then effective factors on I.R of Iran,s army strategic intelligence system performance were distributed by questioneir among the sample community and the result was confirmed by level of significance with 95% confidence and 5% error.The results of this survey indicated that there are 14 major and effective factors in the implementation of strategic intelligence system in islamic republic of Iran army. Among these factors, expert manpower, allocate sufficient credits and financial resources, appropriate stracture and organization, use of advanced technologies, use of advanced gattering equipment and tools, uptodate training course with the present and future conditions have the greatest impact on the implementation of strategic intelligence system in islamic republic of Iran army.
