الگوی پیاده‌سازی سیاست‌های کلی علم و فناوری در دانشگاه‌های آجا

یکی از دغدغه‌های مهم بشری در فضای جدید و متحول نظام قدرت جهانی دفع تهدیدات بوده و نوع تهدیدات هم تابع روندهایی است که در سطح جهان با عنایت به تحولات علم و فناوری شکل‌گرفته و دارای سرعت بسیار بالایی است. مقام معظم رهبری (مد‌ظله‌العالی) توجه خاص مسئولین کشور به این حوزه را خواستار بوده و به همین منظور سیاست‌های کلی علم و فناوری را جهت پیاده‌سازی و اجرا و حل مسائل در این حوزه ابلاغ فرمودند. لذا با توجه به نیازمندی آجا به الگوی بومی پیاده‌سازی سیاست‌های کلی علم و فناوری در دانشگاه‌های آجا در سطح راهبردی و با رویکرد توسعه‌ای، این تحقیق با هدف دستیابی به ابعاد، مولفه‌ها و شاخص‌های الگوی مذکور و به روش آمیخته (کیفی - کمی) انجام‌ شده است که در مرحله کیفی از روش تحلیل محتوا و در مرحله کمی از روش تحلیل عاملی تاییدی استفاده‌ شده است. این پژوهش از حیث هدفکاربردی - توسعه‌ای و به جهت کشف سازه‏های موضوع یعنی ابعاد، مولفه‏ها و شاخص‏ها به روش توصیفی - تحلیلی، در زمره تحقیقات اکتشافی می‌باشد. جهت اجرای تحقیق ابتدا در مرحله کیفی و با مطالعات کتابخانه‏ای و مصاحبه با خبرگان و فیش‌برداری، مدل مفهومی تحقیق تبیین شده است. سپس در مرحله کمی، با جمع‏آوری اطلاعات با استفاده از ابزار پرسش‏نامۀ محقق ساخته و تعیین روایی محتوایی تک‌تک مولفه‏ها و شاخص‏ها، با حداقل ضریب محتوایی (0.5) و پایایی پرسش‌نامه با استفاده از روش دونیمه کردن و آزمون گاتمن، با ضریب (0.81) اقدام و تعیین ‌شده است؛ و در انتهای تحقیق، الگوی پیاده‌سازی سیاست‌های کلی علم و فناوری در دانشگاه‌های آجا، شامل «چهار بُعد»؛ «14 مولفه»؛ «72 شاخص» ارائه‌ شده است.

Designing of strategic model of the science and technology Macro policies implementation in the universities of the islamic republic of iran army

Providing a context that leads to rectification as well as elimination of threats is one of the most notable human concerns in the developing and changing atmosphere of global power. Types of threats are subject to trends which are formed globally as a result of evergrowing fields of science and technology. The supreme leader, Ayatollah Khamenei, has also summoned stakeholders to reinforce and amass different efficient opinions. For this purpose, general policies of science and technology for the implementation, execution and resolution of issues in this area have been issued. Therefore, considering the need for a local model of implementation of general science and technology policies at AJA universities at a strategic and developmental level, this research aims to “achieve dimensions, components and indicators of the abovementioned model in a mixed way”. With respect to the purpose of this study, it is done in a descriptiveanalytical method (applieddevelopment) which is categorized as an exploratory research which leads to exploration of the object structures, dimensions, components and indicators. The data in this qualitative study is gathered through library studies, interviewing experts and phishing. In the next stage, a researchermade questionnaire whose content validity and reliability were checked using the splithalf method and the Gutman test, with coefficient of 0.5 and 0.81, was used. Using structural equation modeling and confirmatory factor analysis, the research hypotheses were investigated and the final model of the research, including 4 dimensions, 14 components and 72 indices was proposed.
