تاثیر توسعه فرهنگ دریایی در ارتقاء توان دفاعی کشور

بهره‌مندی از یک فرهنگ دریایی توسعه‌یافته، برای ملت‌هایی که از نعمت دسترسی به دریاها برخوردارند، مزیت‌های فروانی در پی داشته و می‌توان آن را منشا ارتقاء قدرت دریایی و در نتیجه افزایش توان دفاعی کشور دانست. تحقیق پیش‌رو در پی بررسی تاثیر فرهنگ دریایی بر ارتقاء توان دفاعی کشور است. این تحقیق یک تحقیق کاربردی و توسعه‌ای است که با رویکرد آمیخته، از روش تحلیلی توصیفی بهره برده است. جامعه آماری تحقیق، شامل 110 نفر از خبرگان دریایی نیروهای مسلح و بخش کشوری است که به روش تصادفی طبقه‌بندی‌شده انتخاب‌ شده‌اند. تعداد 12 نفر از خبرگان نیز به‌عنوان جامعه آماری کیفی، به روش نمونه‌گیری هدفمند و با تکنیک اشباع نظری مورد مراجعه قرارگرفته‌اند. برای جمع‌آوری داده‌ها ابتدا با انجام مصاحبه نیمه‌ساختاریافته تعداد 43 عامل از مهم‌ترین عوامل توسعه فرهنگ دریایی استخراج و طی جلسات خبرگی در قالب هشت فرایند توسعه فرهنگ و در دو سطح مسئولین و مردم، برگرفته از تعریف آلفرد ماهان از قدرت دریایی، تقسیم و در ادامه با استفاده از پرسشنامه و تحلیل آماری آن، نوع و میزان تاثیر این عوامل در توان دفاعی مورد سنجش قرار گرفت. نتایج تحقیق نشان داد؛ که اگر اقدامات مربوط به توسعه فرهنگ دریایی را در دو سطح مسئولین یعنی خط‌ مشی دولت و مردم یعنی باور عمومی، انجام شود؛ درنهایت منجر به افزایش توان دفاعی در ابعاد اقتصادی، سیاسی، فرهنگی اجتماعی، فناوری، سرزمینی، فرامرزی و فضایی خواهد شد.

The Impact of Marine Culture Development on Improving the Defense Capacity

< p >The aim of this study is to analyze the impact of the maritime culture development on Increase defensive power. this research is applied in terms of purpose, mixed in approach and descriptiveanalytical in Research Methodology. The statistical population of the study consisted of experts in the field of armed forces and naval organs and in two quantitative sections, 110 people were selected by random stratified sampling and 12 individuals were selected by purposeful sampling. To collect the research data, first, using library gathering methods and semistructured interviews, 48 of the most important factors of marine culture development in four levels of public culture (internalized, symbolic, institutionalized and crystallized) were extracted from two perspectives of authorities and people and then Likerttype questionnaire was used to determine the effect of these factors on defensive ability. The results showed that the factors of maritime culture in political, social, economic, technological, territorial, transboundary and spatial dimensions affect the defense capability of the country. In other words, if we develop maritime culture as part of the general culture of the country and promote its activities at the two levels of government and public policy, that is to say, it will ultimately increase the defensive capacity of the Islamic Republic of Iran.
