شبه الگوی مدیریت راهبردی پدافند غیرعامل ناجا در ابعاد پیاده‌سازی و اجرا در برابر تهدیدات علیه امنیت عمومی کشور

الگوی مدیریت راهبردی معمولاً شامل ابعاد تدوین، پیاده‌سازی، اجرا، هدایت، نظارت و کنترل است. هدف اصلی تحقیق دستیابی به الگوی مدیریت راهبردی پدافند غیرعامل ناجا در ابعاد پیاده‌سازی و اجرا در برابر تهدیدات علیه امنیت عمومی کشور و اهداف فرعی شناسایی مولفه‌های ابعاد پیاده‌سازی و اجرایی الگوی مدیریت راهبردی پدافند غیرعامل ناجا در برابر تهدیدات علیه امنیت عمومی کشوراست. در این مقاله منظور از شبه الگو، الگوی مدیریت راهبردی در دو بعد پیاده‌سازی و اجرا می‌باشد. مسئله اصلی این تحقیق ضمن فقدان یک الگوی مدون مدیریت راهبردی پدافند غیرعامل ناجا در مقابله با تهدیدهای علیه امنیت عمومی کشور، چیستی ابعاد پیاده‌سازی و اجرا است که موجب مصون‌سازی امنیت عمومی کشور توسط ناجا می‌گردد. این تحقیق از نوع ‌کاربردی توسعه‌ای و رویکرد این تحقیق به‌صورت آمیخته کیفی و کمی بوده و با روش توصیفی، پیمایشی انجام‌شده است. جهت گردآوری اطلاعات و تهیه پرسشنامه از طریق روش نمونه‌گیری هدفمند، تعداد 16 نفر به‌عنوان خبرگان پژوهش به روش گلوله برفی انتخاب و برای سنجش دقیق مولفه‌های این عوامل از طریق پرسشنامه و با آزمون t یک‌طرفه وزن هر مولفه را به دست آورده و در نمونه‌ای به حجم 120 نفر تمام شمار طراحی و مورد پیمایش قرار گرفت. یافته‌های تحقیق، الگوی مدیریت راهبردی پدافند غیرعامل ناجا در دو بعد پیاده‌سازی و اجرا برای مصون‌سازی محیط امنیت عمومی در مقابله با تهدیدها در حوزه‌های سیاسی، اقتصادی، فرهنگی اجتماعی، امنیتی و فناورانه است.

Doubt of the NAJA model of strategic management of passive defense in terms of implementation and execution against threats against the public security of the country

The strategic management model usually includes the dimensions of planning, implementation, execution, guidance and supervision, and so on. The purpose of this study is to achieve the strategic management model of NAJA passive defense in terms of implementation and execution against threats against public security and to identify the components of implementation and implementation of NAJA passive defense against threats to public security. In this article, the quasimodel means the strategic management model in two dimensions of implementation and execution. The main issue of this research is the lack of a codified model of strategic management of NAJA passive defense in the face of threats against the public security of the country, what and how the dimensions of implementation and enforcement that make the public security of the country safe by the NAJA. The development and approach of this research is a mixture of qualitative and quantitative and a descriptive survey has been conducted. In order to collect information and prepare a questionnaire through purposive sampling method, 16 people were selected as research experts by snowball method and to accurately measure the components of these factors through a questionnaire with oneway ttest, the weight of each component was obtained in a sample of 120 Numerous people were designed and surveyed. Findings: The strategic management model of NAJA passive defense in two dimensions, implementation and enforcement to protect the public security environment in the face of threats in the political, economic, cultural, sociosocial, security and technological dimensions.
