چکیده
|
مطالعات بر روی تجارب موفق خط‌مشی‌گذاری در ایران بسیار محدود بوده است. بررسی خط‌مشی‌های موفق می‌تواند منجر به شکل گیری الگویی برای حوزه خط‌مشی‌گذاری در ایران شده و فضای عمومی نسبت به خط‌مشی‌های موفق کشورهای در حال توسعه را اصلاح کند. زیرا در اکثر نهادهای آکادمیک و همچنین نهادهای دولتی، نگرش نسبت به کشورهای در حال توسعه، مبتنی بر این است که هیچ موفقیتی در خط مشی‌ها ندارند. این پژوهش، ضمن بررسی پیشینه ادبیات موفقیت خط‌مشی، عوامل برشمرده توسط دانشمندان برای علل موفقیت خط مشی را بررسی می‌کند. سپس روایت چگونه موفق شدن دو خط‌مشی در ایران بررسی می‌شود. این خط‌مشی‌های موفق، شامل صنایع دفاعی و هسته‌ای هستند. پژوهش با استفاده از روش تحقیق تحلیل مضمون و با مصاحبه از بیست و شش نفر از خبرگان انجام گرفت. نهایتا سه مضمون سازمان دهنده شامل رفتاری-فرهنگی-فردی، سازمانی و فرآیندی تشکیل شد. شانزده مفهوم اصلی نیز ذیل آنها برای موفقیت خط‌مشی در ایران حاصل شد.

Abstract
|
The success of public policy is one of the neglected topics in policy science. Success has been less successful due to overcoming policyrelated research. While reviewing success can provide a useful approach to designing and implementing future policies. On the other hand, reviewing the success of the policy in Iran can correct the public space in developing countries. Because there is an attitude towards these countries that have no success in the policies.This essay first explores the literature on the success of policy, and describes the factors enumerated by scientists for the reasons for the success of the policy. But due to the fundamental differences between scientists’ views, this study is looking for a new window on the success of policy making. This window examines how successful. Hence, the story of how successful two policies in Iran were studied. These successful policies include defense and nuclear industries. The research was carried out using the method of thematic analysis and interviewed by twentysix experts. Eventually, three organizational themes were selected, including behavioralculturalindividual, organizational, and processoriented. Sixteen main concepts were also obtained for the success of the policy in Iran
