بررسی‌ نقش ‌تاب‌آوری ‌در طراحی الگوی ‌‌‌راهبردی‌ طرح‌ریزی، برنامه‌ریزی و تامین‌ منابع ‌نیروهای مسلح با رویکرد اقتصاد مقاومتی

در عصری که تهدید ها و بحران‌های جهانی به‌ویژه بحران‌های اقتصادی رو به افزایش بوده و تحقق اهداف سازمان‌ها را با چالش مواجه می نماید، طراحی الگوهای علمی و متناسب با امکانات و مقتضیات محیط ملی می تواند ضمن کاستن از اثرات تهدیدها و بحران ها، زمینه های رشد و پیشرفت سازمان های نیروهای مسلح را در راستای تحقق اهداف تعیین‌شده فراهم ‌نماید. این پژوهش که باهدف بررسی نقش تاب آوری و مولفه های مربوطه در طراحی الگوی راهبردی طرح‌ریزی، برنامه ریزی و تامین منابع نیروهای مسلح با رویکرد اقتصاد مقاومتی انجام گردیده، در پی ارتقاء تاب آوری نیروهای مسلح در برابر تهدیدها و بحران های جاری می باشد. نوع این پژوهش، کاربردی – توسعه‌ای و روش تحقیق با رویکرد آمیخته (کمی و کیفی) است. جامعه آماری برای داده‌های کمی از میان خبرگان و فعالان حوزه‎ پژوهش به تعداد 112 نفر و حجم جامعه نمونه با استفاده از فرمول کوکران، به تعداد 52 نفر و برای داده‌های کیفی تعداد 5 نفر از صاحب‌نظران تعیین‌ گردیده که جهت جمع آوری اطلاعات داده ها از هردو روش کتابخانه ای و میدانی به‌ویژه نظرات خبرگان و صاحب نظران این حوزه بهره‌برداری شده است. نتیجه تحقیق پس از انجام تجزیه‌وتحلیل داده‌ها که از طریق انجام آزمون های استنباطی (تی یک نمونه ای و توزیع دوجمله‌ای) انجام‌شده نشان می دهد که بعد تاب‌آوری با 21 مولفه شامل 8 مولفه در طرح ریزی راهبردی، 7 مولفه در برنامه ریزی راهبردی و 6 مولفه در تامین منابع نیروهای مسلح با رویکرد اقتصاد مقاومتی نقش داشته و نهایتاً منجر به ارتقاء توان مقاومت و تاب آوری نیروهای مسلح و کاهش اثرات تهدیدها و بحران ها در راستای تحقق اهداف مربوطه می گردد.

This research done to Investigating the role of resilience And related components at in the designing the strategic pattern of planning, Programming, and providing resources of army forces with the approach of Moghavematie economy, Looking for Improvement of the Armed Forces Resilience to Against threats and current crises. The type of this research is applicabledevelopmental. The type of research is complex (quantitativequalitative). Statistical society for quantitative data is a group of 112 military experts in planning, Programming and military resource providing. Number of sample using Cochrane formula is 52 for quantitative and 5 for qualitative data. Both library and field methods have been used to collect information and expert opinionsThe result of the research was carried out after analyzing the data through inferential tests (t one sample and binomial distribution). Shows that the resiliency dimension with 21 components including 8 elements in strategic planning, 7 components in strategic planning and 6 components in the provision of armed forces resources with a resistive economy approach, and ultimately contributes to the promotion of resistive power And the resilience of the armed forces and the reduction of the effects of threats and crises in pursuit of the goals.
