تحلیل گفتمان ولایت‌فقیه در اداره امور فناوری اطلاعات و ارتباطات نظام مقدس جمهوری اسلامی ایران با رویکرد کمی و کیفی

به‌کارگیری ظرفیت فناوری اطلاعات و ارتباطات در نظام جمهوری اسلامی ایران به‌عنوان بستری مناسب برای تمامی فعالیت‌های اقتصادی، سیاسی، فرهنگی و نظامی کشور، یکی از مهم‌ترین روش‌هایی است که توانسته است در کلیه حوزه‌های مربوط به ارتقاء امور حاکمیتی و کارآمدی دولت، نقش موثری ایفاء نماید اما با چالش‌هایی ازجمله عدم تطبیق معیارهای فناوری اطلاعات و ارتباطات با ارکان جهت‌ساز نظام برگرفته از بیانات ولایت‌فقیه نیز مواجه بوده است. بنابراین هدف اصلی تحقیق تبیین  ارکان جهت ساز شامل اصول، اهداف و سیاست‌های این حوزه بر اساس گفتمان حضرت امام(رحمه الله علیه) و مقام معظم رهبری در حوزه فناوری اطّلاعات و ارتباطات می‌باشد. در این تحقیق که از نوع کاربردی و توسعه‌ای استاز روش‌ تحقیق آمیخته، تکنیک تحلیل محتوای کمی و کیفی در تحلیل آراء و اندیشه های بنیان‌گذار جمهوری اسلامی ایران و رهبر معظم انقلاب اسلامی بهره گرفته شده است. ازجمله یافته‌های تحقیق احصا 13  اصل، 24 هدف و 51 سیاست است. همچنین اصول راهبردی فناوری اطلاعات و ارتباطات نیازمند هماهنگی، مدیریت کلان و تنظیم برنامه‌های هدفمند این حوزه بر اساس ارکان جهت ساز برگرفته از گفتمان امام(رحمه الله علیه) و رهبری می‌باشد و دو محور اساسی شکل‌دهنده گفتمان امام خمینی(رحمه الله علیه) و امام خامنه‌ای(مدظله‌العالی) در حوزه فاوا (قابلیت محوری و اقتدار نظام جمهوری اسلامی ایران) بر لزوم بازگشت به توانمندی‌های درونی و استفاده از ظرفیت‌های داخلی تاکید دارد.

Discourse Analysis of Velayate faqih in direction Affairs of Information and Communication Technology of the IRI system with Quantitative research and qualitative.

As a result, the main objective of the research is to determine the components of the key elements (goal, principle, policy) based on the discourse of Imam Khomeini and the Supreme Leader in the field of Information and Communication Technology of the IRI system. In this research, which is an applied and developmental type, the research method and the method interpretive analysis in the consideration of constitutional approaches, the quantitative and qualitative content analysis technique in analyzing the ideas and ideas of the founder of the IRI and the Supreme Leader of the Islamic Revolution And using the documentation method to explain the experiences of the IRI country’s information and communication technology field were used. One of the findings of the research is Specification 13 fundmentalT 24 goal and 51 polici.  Also the doctrine of the strategic model of information and communication technology requires coordination, macro management, the setting of targeted programs in this area based on the key elements derived from the discourse of Imam and leadership. There are also two central slabs that shape the discourse of Imam Khomeini (Rahmullah AlAliya) and Imam Khamenei (current vice) in the field of ICT (the centrality and authority of the IRI system) to emphasize the need to return to internal capacities and use of internal capacities.
