بررسی الزامات دیدبانی براساس بیانات مقام معظم رهبری(مدظله‌العالی)

دیدبانی، همواره تلاش در شناسایی تغییرات موضوعات در حال ظهور و روندهای کلیدی دارد که می‌تواند مفروضات گذشته را به چالش کشیده و دیدگاه‌های جدیدی را نسبت به تهدیدها و فرصت‌های آینده مهیا کند. هدف تحقیق شناسایی الزامات دیدبانی بر اساس منویات فرماندهی معظم کل قوا(مدظله‌العالی) می باشد. روش مورد‌استفاده در این پژوهش تحلیل مضمون است. مضامین ارائه‌شده برگرفته از بیانات مقام معظم رهبری به‌خوبی الزامات دیدبانی را تبیین می کند، بر اساس این الگو از تعداد  40  مضمون اصلی، تعداد10 مضمون سازمان دهنده و تعداد  6 مضمون فراگیر استخراج گردید که به تبیین دیدبانی می پردازند. بنابراین الزامات اطلاعاتی، راهبردی، مدیریتی، اعتقادی، اجتماعی بعلاوه بصیرت برای دیدبانی ضروری می‌باشند. الزامات اطلاعاتی بیانگر شناخت دشمن از همه جهات و زوایا است، الزامات راهبردی به هوشیاری ، محیط‌شناسی ، داشتن نگاه راهبردی توجه دارد. الزامات اجتماعی بیانگر موقع‌شناسی، درصحنه بودن، احساس مسئولیت آحاد مسئولین و مردم تمرکز و توجه دارد و الزامات اعتقادی به اخلاص، پرهیزگاری و ارتباط باخدا برای استمداد از کمک های خداوند اشاره می کند. الزامات مدیریتی آمادگی، اهتمام مسئولین، داشتن برنامه و هدف برای مقابله با دشمن و اقدام به‌موقع را برای دیدبانی ضروری می داند و درنهایت بصیرت در امور را برای موفقیت در دیدبانی به‌عنوان یک رکن معرفی می نماید.

Review the requirements of the Horizon ScanningBased of superme leader statements

Horizon Scanning always trying to identify emerging issue changes and key trends that can challenge past assumptions and provide new perspectives on future threats and opportunities.  The purpose of the research is to identify the requirements for Horizon Scanning based of the Supreme Command of the army force statements. The method used in this research is based on the thematic analysis approach. Themes presented based on highlevel leadership statements welldeserved to see the description. Based on this template, 40 basic themes, 10 organizing themes and 6 global themes were used to explain the perspective. Therefore, information, strategic, managerial, belief, and social needs are necessary in addition to insight for Horizon Scanning.  Information requirements imply recognition of the enemy in all directions and angles, strategic requirements for alertness, methodology, and having a rational look.  Social requirements indicate that the situation is in the basin, the sense of responsibility of the authorities and people, the focus and attention and the requirements for believing in sincerity, respect, and communication with God for the use of God’s help.  The managerial requirements of readiness, the commitment of the authorities, having the plan and the purpose to deal with the enemy and timely action are essential for necessity, and ultimately introduces the insight into matters for success in introducing as a pillar.
