طراحی و تدوین ارکان جهتساز پدافند غیرعامل در رسانه ملّی

ارکان جهت‌ساز یکی از مولفه‌های اصلی برای تدوین راهبرد است. هدف پژوهش، طراحی و تدوین ارکان جهت‌ساز پدافند غیرعامل در رسانه ملی است. بر این اساس در فرایند پژوهش، با روش توصیفی و تحلیلی کتابخانه ای عناصر و ابعاد ارکان جهت ساز پدافندغیرعامل رسانه ملّی شناسایی شد و به روش پیمایشی اعتباربخشی و اولویت بندی شد. به این منظور ارزش ها، کارکردها، اصول و اهداف راهبردی انقلاب اسلامی، رسانه و پدافند غیرعامل مورد واکاوی قرار گرفت و سپس مقوله و ابعاد ارکان جهت ساز پدافند غیرعامل شناسایی و از طریق پرسشنامه و مصاحبه موردسنجش قرار گرفت. این پژوهش از آزمون رابطه معناداری چشم‌انداز، رسالت(ماموریت)، اصول و ارزش ها و اهداف کلان با ارکان جهت ساز پدافندغیرعامل رسانه ملّی از تحلیل همبستگی پیرسون و به‌منظور مقایسه مزیت و اهمیت اجزا ارکان جهت ساز پدافندغیرعامل رسانه ملّی از آزمون تحلیل واریانس فریدمن استفاده‌شده است. روایی و پایایی پرسشنامه ها نیز از طریق تایید خبرگان و محاسبه ضریب آلفای کرونباخ 0.91 برای پرسشنامه ارکان جهت ساز و 0.81 برای اصول و ارزش های اساسی پدافندغیرعامل رسانه ملّی به دست آمد. بر این اساس ضمن تائید آزمون همبستگی ارکان جهت ساز پدافندغیرعامل رسانه ملّی، بیانیه چشم‌انداز، رسالت، ارزش های 4گانه، اصول اساسی 14گانه، اهداف کلان 12 گانه، اهداف عملّیاتی 16 گانه پدافندغیرعامل رسانه ملّی شناسایی و تدوین شد.

Strategies for the command and control system of nonoperational defense in war situations.

Orienting pillars are one of the main constituents for development of strategy. Meanwhile, this study seeks to design and develop the orienting pillars of passive defense in the national TV. Doing so, it determines the dimensions of orienting pillars of the passive defense for the national TV on desk and descriptiveanalytical method and then sequences and validates them upon survey. In the same vein, it explores values, performance, principles and strategic purposes of the Islamic Revolution, media and passive defense and then recognizes the subject and dimensions of orienting pillars of passive defense and assesses them through questionnaire and interview. This study applies the test of statistical significance, mission, principle and value, mega purposes with orienting pillars of passive defense for the national TV in line with Pearson Correlation; to compare the advantage and significance of the parts for the orienting pillars of the national defense related to national TV, it applies Friedman Variance Analysis. The validity and reliability of questionnaire hit 0/91 upon acknowledgement by experts and 0/81 for the fundamental principles and values of the passive defense for the national TV. In the end, besides confirming the correlation test of orienting pillars of the passive defense for national TV, statement of vision and mission, tetrapronged values, 14pronged principles, macro 12pronged purposes and 16pronged operational purposes are defined and developed for the passive defense of national TV.
