موانع پیاده‌سازی سیاست‌های کلی پدافند غیرعامل در سازمان‌های دولتی

یکی از اقدامات مهم در پیاده‌سازی سیاست‌های کلی پدافند غیرعامل، شناخت موانع پیش‌رو می‌باشد. مسئله این تحقیق نبود شناخت و تصویری روشن از موانع پیاده‌سازی سیاست‌های فوق تعیین شده و به دنبال پاسخ دادن به این‌که موانع اصلی پیاده‌‌سازی سیاست‌های کلی پدافند غیرعامل در سازمان‌های دولتی کدامند؟ و هریک از عوامل اثرگذار از چه اولویتی برخوردار است؟ می‌باشد. بر این اساس تحقیق از حیث هدف کاربردی و ازنظر نحوه گردآوری داده‌ها توصیفی/ پیمایشی و از منظر روش آمیخته(کمی و کیفی) است که با مرور ادبیات موضوع و با بهره‌گیری از آراء صاحب‌نظران و کارشناسان و با استفاده از تکنیک دلفی 22 متغیر به‌عنوان موانع اثرگذار بر پیاده‌سازی این سیاست‌ها شناسایی و بر اساس آن پرسشنامه طراحی‌شده  بر روی نمونه‌ای هدفمند متشکل از 43 نفر از خبرگان و صاحب‌نظران موضوع، بررسی شد.جهت شناسایی و رتبه‌بندی موانع پیاده‌سازی از آزمون‌های باینومیال و واریانس‌فریدمن استفاده شد. یافته‌ها، وجود 17 عامل ازجمله ضعف در تهدیدشناسی، پایین بودن سطح نگرش مثبت در مدیران نسبت به پدافند غیرعامل ، پایین بودن تعهد و باور مدیران عالی به سیاست‌ها، ضعف در الزامات قانونی، نارسایی در ساختار سازمانی، کمبود منابع و امکانات و قرار نگرفتن در ردیف اولویت‌های راهبردی دولت‌ها را به‌عنوان مهم‌ترین موانع پیاده‌سازی سیاست‌های یادشده مورد تاکید قرار می‌دهد.

Obstacles to the implementation of overall policies of passive defense in Govermental Organizations

One of the important steps in the implementation of overall  policies of passive defense in Govermental  Organizations is the recognition of barriers.This research is applied in terms of purpose and in terms of data collection method, it is descriptive / survey and in terms of mixed method (quantitative and qualitative).The issue was not the knowledge of obstacles to the implementation of general policies of passive defense. Two research questions are: What are the main obstacles to implementing the general policy of overprotective defenses in government agencies?And what is the priority of the effective factors.Using the theoretical bases of experts’ opinions and using the Delphi technique, 22 variables were identified as factors influencing implementation of these policies. Then a questionnaire was designed and implemented with a targeted sample of 43 people.Binomial and Variantsifreadman tests were used to identify the barriers of implementation. The findings show the existence of 17 factors as barriers Including: Weakness in threatening, The poor attitude of managers to passive defense , Weakness in commitment and commitment to policies, Weakness in legal requirements, Disproportionate organizational structure, Lack of resources and resources, Not Priority.
