نقش فناوری اطلاعات و ارتباطات در دفاع دانش‌بنیان

فناوری اطلاعات و ارتباطات (فاوا) هسته اصلی مفاهیم جنگ های نوین را تشکیل می دهد. فاوا سبب ایجاد تحولات اساسی در جنگ ها شده و نیروهای مسلح می توانند با اتکا به آن، در جنگ های آینده به برتری اطلاعاتی رسیده و قابلیت های جدیدی در حوزه های متنوع فاوا ازجمله قابلیت عملیات چندبُعدی را کسب نمایند. مطابق یافته های تحقیق، فاوا بُعدی مهم از دفاع دانش بنیان را تشکیل داده و درواقع  ستون فقرات دفاع دانش بنیان محسوب می شود به گونه ای که رشد سریع فناوری ها و ترکیب فناوری های جدید در حوزه های نظامی ماموریت های متنوع را بهبود بخشیده و در حقیقت دفاع در برابر تهدیدات نظامی را دانش بنیان ساخته است. از سوی دیگر دفاع دانش بنیان در ذات خود به آگاهی از وضعیت نبرد، نیات دشمن، برنامه های خودی و محیط نیازمند است و در صحنه های نبرد پیچیده و آشوبناک و پویای امروز، این آگاهی می بایست به وسیله شبکه های مخابراتی تبادل گردیده و با پردازش رایانه ای تبدیل به دانش شده و فرماندهان را در تصمیم گیری سریع و به موقع، از طریق نرم افزارها و سامانه های پشتیبانی از تصمیم، یاری رساند. به‌منظور استقرار و بهره گیری موثر از فاوا در دفاع دانش بنیان، می بایست در ابتدا تحصیل دانش موردنیاز در این حوزه و قرار گرفتن در لبه تکنولوژی فاوا در اولویت برنامه های دفاعی قرارگرفته و در مرحله دوم نسبت به ایجاد زیرساخت های بومی در سازمان های دفاعی اقدام شود؛ در گام سوم مراقبت و تامین امنیت سامانه های مربوطه با حساسیت تعقیب گردد تا نهایتاً بتوان با اتکا به سامانه هایی امن و پایدار، نقشی موثر و مفید در دفاع دانش بنیان ایفا نمود.  مطابق یافته های تحقیق، دستیابی به زیرساخت های بومی فاوا در دو حوزه نرم افزار و سخت افزار، رمز موفقیت بهره گیری از فاوا در دفاع دانش بنیان خواهد بود.

The present study is a applieddevelopmental and case study research method. Meanwhile, the method of information gathering, library and data analysis is mixed (qualitative and quantitative) through the use of the spss and pls softwares. According to the findings of the research, the ICT is the important dimension of knowledge base defense and, in fact, it is the backbone of knowledge base defense, so that the rapid growth of technology and the combination of new technologies in the military areas improved various missions and, in fact, created knowledge base defense against military threats. On the other hand, the knowledge base defense in its essence requires awareness of the state of the battle, the enemy’s intentions, the plans of the insider and the environment. In today’s complex and chaotic and dynamic battlespaces, this awareness should be exchanged by telecommunication networks and by Computer processing transformed to knowledge and helps commanders make quick and timely decisions through software and decision support systems.In order to deploy and effectively use information and communication technology in the field of knowledgebased defense, first the achived of the knowledge required in this field and placing on the edge of ICT technology have priority to defense programs and in the second stage, toward Establishing native infrastructures in defense agencies; In the third step, care and security of related sensitive systems should be pursued so that, by relying on secure and sustainable systems, they can ultimately play an effective and effective role in knowledgebased defense.
