جامعه مدنی عراق و منافع ملی جمهوری اسلامی ایران: همسویی‌ها و تعارضات

با گذشت دو دهه از زمان سقوط حکومت صدام حسین در سال 2003 در عراق، جامعه مدنی در این کشور سمت و سوی جدیدی در پیش گرفته است. با این حال مقتضیات خاص جامعه مدنی در عراق بر پایه متغیرهای تاثیرگذاری همچون رانتیر بودن مناسبات اقتصاد سیاسی، شکاف مذهبی و قومی و فعالیت بازیگران خارجی در ارتباط با فضای سیاسی و نخبگان باعث شده که از سویی با برخی منافع جمهوری اسلامی ایران در عراق همسو و از سویی با برخی اهداف ایران متعارض و ناهمخوان باشد. سوال اصلی مقاله حاضر این است که وضعیت کنونی جامعه مدنی در عراق چه نسبتی با منافع ملی جمهوری اسلامی ایران در این کشور دارد؟ فرضیه اصلی مقاله نیز این است که به رغم ضعف نسبی جامعه مدنی عراق، عدم استقلال نسبی آن از دولت و جریانات سیاسی که پیامد مستقیم مناسبات رانتیری اقتصادی و سیاسی است و تداوم برخی شکاف‏های دینی و قومی، جهت‏گیری کلی آن به سوی «عراقی شدن» و «ملی‏گرایی» است. به همین سبب با تبلیغاتی که ایران را دارای نفوذ گسترده در عراق معرفی کنند، زاویه دارد. مبنای جمع‏آوری و تحلیل داده‏ها در مقاله حاضر با اتکا بر ارائه پرسشنامه به فعالان جامعه مدنی عراق بوده است

iraqi civil society and the national interests of the islamic republic of iran consistency and inconsistency

over the past 20 years since the 2003 downfall of saddam hussein’s regime in iraq, the nation’s civil society has undergone significant changes. however, specific factors like iraq’s political economy, religious and ethnic divisions, and foreign influence have created an environment where civil society’s development is both in line with some of iran’s interests while also being at odds with others. this article examines the relationship between iraq’s current civil society and the national interests of the islamic republic of iran, considering its relative weakness, dependence on government and political currents, and persistence of religious and ethnic divisions. the main hypothesis suggests that despite these challenges, iraqi civil society’s general inclination towards a stronger iraqi identity and nationalism contrasts with narratives portraying iran as having broad influence in the country. this study draws by using of questionnaire of iraqi civil society activists to provide insights into the complex dynamics between iraqi civil society and iran’s interests in the region
