طراحی مدل دیپلماسی شبکه‌ای هوشمند با تاکید بر اقلیم کردستان عراق

در شرایط کنونی دیپلماسی کشورها و مناسبات بین‌المللی تحت تاثیر و تعامل تحولات شگرف در عرصه ارتباطات قرار گرفته است. هم‌ اینک فناوری‌های نوین ارتباطات و اطلاعات، گستره دیپلماسی و سیاست خارجی را به تحریریه رسانه‌ها از جمله: رسانه‌های دیجیتالی و شبکه‌های اجتماعی، روزنامه‌ها، تلویزیون‌ها و رادیوهای جهانی کشانده‌اند؛ فضایی که در آن تحولات بین‌المللی، روابط بین فرهنگی، پیشبرد سیاست خارجی و دیپلماسی بیش ‌از پیش به میزان تاثیرگذاری سیاست‌گذاری جامع رسانه‌ای-شبکه‌ای، تاکتیک‌های خبری و تولید محتوای حرفه ای ارتباط دارد. امروزه «دیپلماسی نوین» به‌عنوان یکی از شاخه‌های اصلی دستگاه‌های دیپلماسی و عامل تعیین‌کننده در ارتباطات بین‌المللی پدیدار شده و تاثیرات مهمی در پیشبرد اهداف کشورها، تقویت قدرت نرم و تحولات جهانی دارد. لذا این سوال مطرح است که دولت ها برای حضور موثر در مناسبات منطقه‌ای و جهانی، افزایش سطح پرستیژ بین المللی و قدرت نرم خود، نیازمند چه الگوها و استراتژی‌هایی در حوزه دیپلماسی نوین می باشند؟ الزامات سیاست‌گذاری و تدوین استراتژی در این حوزه چیست؟ در این راستا این پژوهش که با روش تئوری داده بنیاد تدوین‌ شده، ضمن بسط مبانی تئوریک،  «مدل هوشمند و جامع دیپلماسی شبکه‌ای» را به‌ مثابه دیپلماسی نوین و تاثیرگذار بر افکار عمومی ملت‌ها و مناسبات بین‌المللی (نمونه موردی: اقلیم کردستان عراق) پیشنهاد می نماید

in the contemporary era, the practice of diplomacy and international relations is significantly shaped and influenced by the profound advancements within the realm of communication; in such a way that &modern diplomacy& has emerged as one of the main branches of diplomatic institutions and a determining factor in international communication, it has important effects in advancing countries’ goals, strengthening soft power and international developments. presently, recent communication and information technologies have brought the scope of diplomacy and foreign policy to media editorial, such as: digital media and social networks, newspapers, televisions and global radio broadcasts; an environment where international developments, intercultural relations, the advancement of foreign policy and diplomacy are more related to the impact of comprehensive media-network policies, news tactics and the production of high-end content. in this regard, this research, which is compiled with the method of data generator theory foundation, aims to expand the theoretical foundations and also present an intelligent and comprehensive model in the field of network diplomacy as a new and influential diplomacy on the public opinion of nations and international relations with an emphasis on the kurdistan region of iraq
