ارزیابی عملکرد واحدهای خدمات شهری شهرداری اصفهان با به‌کارگیری تحلیل پوششی داده‌ها

با توجه به نقش شهرداری‌ها در کیفیت و افزایش سطح زندگی شهروندان، ارزیابی عملکرد آن‌ها از اهمیت بسیار بالایی برخوردار است. در این میان معاونت خدمات شهری شهرداری اصفهان و ادارات زیرمجموعه به دلیل داشتن نقش محوری در خدمت‌رسانی به ارباب‌رجوع نیازمند برنامه‌ریزی، افزایش عملکرد و اندازه‌گیری کارایی می‌باشند. تحلیل پوششی داده‌ها یک روش برنامه‌ریزی خطی غیر پارامتریک برای سنجش میزان کارایی نسبی واحدهای سازمانی هست. در این پژوهش کارایی نسبی ادارات خدمات شهری مناطق 15 گانه شهرداری اصفهان برای دوره یک‌ساله با استفاده از مدل bcc خروجی محور مورد تحلیل قرارگرفته است و سپس راه‌کارهای افزایش سطح عملکرد هر واحد بر اساس بهبود ورودی‌ها و خروجی‌ها مشخص شد. در پایان نیز از روش کارایی متقاطع و روش تهاجمی جهت رتبه‌بندی واحدهای کارا استفاده‌شده است که جنبه نوآوری پژوهش حاضر محسوب می‌شود. ارزیابی عملکرد شهرداری‌ها در پژوهش حاضر با لحاظ نمودن چهار متغیر خروجی (مبلمان شهری و زیباسازی، آذین‌بندی ویژه در مناسبت‌ها، نورپردازی، هنر شهری و دیوارنگاره) و یک متغیر ورودی (بودجه تخصیص‌یافته به شهرداری هر منطقه) صورت گرفته است. نتایج تحقیق حاکی از آن است که ادارات خدمات شهری مناطق 1،3،4،5،9،15 کارا با نمره کارایی 1 می‌باشد و رتبه‌بندی واحدها با استفاده از روش تهاجمی نشان داد بهترین کارایی مربوط به واحد 3 است.

evaluating the performance of urban service units of isfahanmunicipality by using data coverage analysis

considering the role of municipalities in the qualityand increase of citizens’ living standards, evaluatingtheir performance is very important. in the meantime,isfahan municipality’s urban services department and itssubordinate offices need to plan, increase performance, andmeasure efficiency due to their central role in providingservices to the people. data envelopment analysis is a nonparametriclinear programming method for measuring therelative efficiency of organizational units. in this research,the relative efficiency of urban service departments in 15districts of isfahan municipality has been analyzed for aone-year period using the output-oriented bcc model, andthen the strategies to increase the level of performance ofeach unit were determined based on the improvement ofinputs and outputs. at the end, the cross-efficiency methodand the aggressive method have been used to rank theefficient units, which is considered the innovative aspectof the current research. the evaluation of the performanceof the municipalities in the current research has been doneby considering four output variables (urban furniture andbeautification, special decorations for occasions, lighting,urban art and murals) and one input variable (budgetallocated to the municipality of each region). the resultsof the research indicate that the urban service departmentsof regions 1, 3, 4, 5, 9, 15 are effective with an efficiencyscore of 1, and the ranking of the units using the aggressivemethod showed that the best efficiency is related to unit 3.
