سنجش موانع استقرار مدیریت هماهنگ شهری در کلانشهر مشهد

پژوهش حاضر به «تبیین موانع تحقق نظام مدیریت هماهنگ شهری در کلانشهر مشهد و سنجش وزن و میزان اثرگذاری هر مانع در تحقق نظام فوق‌الذکر» پرداخته که در سایه تکثر و واگرایی کنشگران و در غیاب یک چارچوب نهادی واجد صلاحیتِ برنامه‌ریز و سیاست‌گذار پدیدار شده است. این پژوهش برحسب هدف، کاربردی و از حیث چارچوب، توصیفی تحلیلی است که با روش دلفی و در قالب مصاحبه‌های ساخت‌نیافته، نظرات 38 نفر از مدیران و خبرگان مدیریت شهری دریافت و مورد تحلیل قرار گرفته و سپس داده‌های به دست آمده با استفاده از آزمون آنوا در نرم‌افزار اِس‌پی‌اِس‌اِس و نیز روش تحلیل اثرات متقاطع به عنوان یکی از تکنیک‌های آینده‌نگاری، با استفاده از نرم‌افزار میک‌مَک مورد بررسی و ارزیابی واقع شده است. نتایج این پژوهش نشان می‌دهد موانع مربوط به «قوانین و برنامه‌ها» متاثر از مسائل و مشکلات کلان نظام برنامه‌ریزی و اجرایی کشور به عنوان کلیدی‌ترین عامل، نقش برجسته‌ای در ممانعت از تحقق مدیریت هماهنگ  مشهد داشته و سبب شده تا ماهیت نظام برنامه‌ریزی و اداری اجراییِ بخشی و عمودی و نبود مکانیزم‌ها و روابط افقی لازم به مانع اصلی تحقق نظام مدیریت هماهنگ این  تبدیل شود.

assessing the obstacles to the establishment of coordinated urban management in the metropolis of mashhad

this research deals with explaining the obstacles to the realization of the coordinated urban management system in the metropolis of mashhad and measuring the weight and effectiveness of each obstacle in the realization of the abovementioned system which has emerged under the multiplicity and divergence of actors and in the absence of a qualified institutional framework for planning and policy making. this research is applied in terms of purpose and analyticaldescriptive in terms of research framework with the delphi method and in the form of unstructured interviews, the opinions of 38 managers and urban management experts were received and analyzed, then the data obtained using anova test in spss software as well as the method of crosseffects analysis as one of the forecasting techniques using mic mac software have been reviewed and evaluated. the results of this research show that obstacles related to laws and programs affected by the major issues and problems of the country’s planning and executive system, as the most key factor, have played a prominent role in preventing the realization of the coordinated metropolitan management of mashhad and it has caused the nature of the vertical and departmental planning and administrativeexecutive system and the lack of necessary horizontal mechanisms and relationships to become the main obstacle to the realization of the coordinated management system of this metropolis.
