میزان مطابقت عناصر توصیفِ اسناد در آرشیوهای اسناد تاریخی ایران با استاندارد ملی توصیف آرشیوی

هدف: بررسی عناصر توصیف اسناد در هفت آرشیو اسناد تاریخی ایران و تطابق آن‌ها با استاندارد ملی توصیف آرشیوی.روش/ رویکرد پژوهش: روش این تحقیق مطالعۀ کتاب‌خانه‌ای و پیمایش توصیفی با کار میدانی است. جامعۀ موردمطالعه پژوهش‌کدۀ تاریخ معاصر؛ سازمان کتاب‌خانه‌ها، موزه‌ها و مرکز اسناد آستان قدس رضوی؛ بخش خطی کتاب‌خانۀ مرکزی و مرکز اسناد دانشگاه تهران؛ کتاب‌خانه، موزه و مرکز اسناد مجلس شورای اسلامی؛ ادارۀ اسناد و تاریخ دیپلماسی وزارت امور خارجه؛ سازمان اسناد و کتاب‌خانۀ ملی؛ موسسۀ کتاب‌خانه و موزۀ ملی ملک بوده است.یافته‌ها و نتیجه‌گیری: از بیست‌وشش عنصر توصیف اسناد در استاندارد ملی توصیف آرشیوی دو عنصر «شرایط حاکم بر بازتولید» و «یادداشت انتشارات» در هیچ‌یک از آرشیوها استفاده نشده‌است. از بیست‌وچهار عنصر دیگرِ استاندارد ملی به‌صورت مستقیم، یا درج در یادداشت یا در فرم‌های جداگانه بهره‌برداری شده‌است که عبارت‌اند از: از هشت عنصرِ «سطح توصیف»؛ «سابقۀ آرشیوی»؛ «ارزش‌یابی، امحاء و جدول زمان‌بندی»؛ «نظام تنظیم»؛ «گسترش‌های آتی»؛ «بازیابگرها»؛ «واحدهای مرتبط با توصیف»؛ «قواعد یا قراردادها» فقط در معاونت اسنادِ سازمان اسناد و کتاب‌خانۀ ملی استفاده شده‌است. همۀ آرشیوها از شش عنصر «کد(های) ارجاع»؛ «عنوان»؛ «تاریخ(ها)»؛ «زبان/خط»؛ «یادداشت آرشیودار»؛ و «تاریخ(های) توصیف‌ها» بهره برده‌اند. از ده عنصر باقیمانده، در برخی از آرشیوها استفاده شده‌است. تعداد سی‌ویک عنصر خارج از استاندارد ملی و براساس نیازهای سازمانی تعریف شده‌اند. به‌علت نبود نیروی متخصص آرشیو در اغلب آرشیوهای موردمطالعه، استاندارد اجرا نشده‌است و نایکدستی در توصیف اسناد دیده می‌شود.

conformity assessment of the archival records description elements in the archives of iran

purpose: this study intended to verify the conformity of the archival records description elements with the national archival description standard.method and research design: library research and descriptive survey were used to analyze and compare records descriptive elements in the following archives of iran: contemporary history research institute; the organization of libraries, museums and documents center of astan quds razavi; manuscripts section of the central library and documentation center of the university of tehran; library, museum and documentation center of the islamic consultative assembly; department of documents and diplomacy history of the ministry of foreign affairs; national archives of iran; and malek national library and museum institute.findings and conclusions: amongst the twenty-six elements of the national archival description standard, “conditions governing reproduction” and “publication note” were not used in any of the archives. “level of description”, “archival history”, “appraisal, destruction and scheduling information”, “system of arrangement”, “accruals”, “finding aids”, “related units of description’, “rules or conventions” were only used in the national archives of iran, whereas “reference code(s)”, “title”, “date(s)”, “language/scripts of material”, and “archivist’ note and date(s) of description”, were used in all the archives. the rest of the elements were used in some archives. the findings specified thirty-one elements that were amongst description elements of the records according to the archives need and not considered in the national archival description standard. due to the lack of archival experts in most archives, the standard was not implemented properly and records description were inconsistent.
