مدرن‌سازی آمار رسمی، مفاهیم، ابعاد و مولفه‌های آن

پیشرفت چشمگیر دانش و فناوری، پیچیده‌تر شدن جوامع و فرآیند جهانی شدن از یک سو و رشد روز افزون نیازهای آماری کاربران به آمارهای رسمی با کیفیت، ارزان و به‌هنگام از سویی دیگر، سازمان‌های ملی آمار را در سال‌های اخیر با چالش‌های زیادی روبه‌رو کرده است. ‌به موازات این چالش‌ها، محدودیت‌های بودجه‌ای و همچنین پدیدار شدن منابع متعدد داده‌ای، تقاضای ذی‌نفعان اصلی نظام‌های آماری کشورها را برای شفافیت و پاسخگویی هرچه بیشتر تولیدکنندگان آمار رسمی در چگونگی هزینه‌کردن منابع خود برای تولید داده و اطلاعات آماری افزایش داده است. مجموع این عوامل در سال‌های گذشته و فشار دوچندانی که در این راستا بر سازمان‌های ملی آمار به‌عنوان مرجع اصلی نظام‌های آماری وارد شد، ضرورت بازنگری در نظام‌ها و فرآیندهای تهیه و انتشار محصولات آماری را متناسب با شرایط جدید روشن کرد. بنابراین مفهوم جدیدی در ادبیات علمی آمار رسمی در سطح جهانی با عنوان مدرن‌سازی نظام‌های آماری مطرح شده است. برای پژوهش و مطالعه بیشتر در زمینه ویژگی‌ها و جنبه‌های مختلف این موضوع کمیسیون اقتصادی سازمان ملل برای اروپا در سال 2010 کمیته‌ ویژه‌ای را تحت عنوان گروه عالی مدرنیزه کردن آمار رسمی تشکیل داد. همچنین کنفرانس‌ها و سمینار‌های متعددی با شرکت دانشمندان، آمارشناسان و کارشناسان خبره‌ی آمار رسمی در نقاط مختلف جهان توسط سازمان‌ها و موسسات بین‌المللی مرجع آمار رسمی برگزار شده است. کمیسیون آمار سازمان ملل نیز به‌عنوان بالاترین مرجع بین‌المللی در نشست‌های 46، 47 و 48ام خود در سال‌های 2015، 2016 و 2017 موضوع مدرن‌سازی نظام‌های آماری را به طور ویژه در دستور کار خود قرار داده است. در این مقاله نخست ضمن معرفی مدرن‌سازی نظام‌های آماری به مرور ادبیات موضوع و مطالعات انجام شده در این زمینه پرداخته می‌شود. سپس ابعاد و جنبه‌های این مفهوم به ویژه با تمرکز بر نقش و جایگاه سازمان ملی آمار در نظام آماری مدرن به تفصیل بحث و بررسی خواهد شد. در پایان با توجه به نقش نظام آماری در نظام تصمیم‌گیری کشور و حکمرانی شایسته، با نگاه به برنامه سوم ملی توسعه نظام آماری کشور، به ویژگی‌ها، ساختار و الزامات مورد نیاز سازمان ملی آمار به‌عنوان قلب تپنده در یک نظام آماری مدرن در راستای اهداف برنامه توسعه مزبور اشاره خواهد شد.

Modernization of Official Statistics, Its Concepts and Main Components

The great progress of technology and science make societies more complicated. In this regard, budget constraints as well as the growing statistical needs of users for high quality and timely statistics, have faced national statistical offices (NSOs) with many new challenges in recent years. In other hand, emergence of multiple data sources has increased the demand of these factors, together forced NSOs to review and redesign the systems and processes of producing and dissemination of official statistics. According to this, a new concept has been raised in the literature which is called the modernization of statistical systems. Given the importance of the issue and for greater coordination at the global level, United Nations Statistics Division asked the UN Economic Commission for Europe to study and act systematically in this field. For this purpose, UNECE in 2010 set up a special committee which is called the HighLevel Group for the Modernization of Official Statistics. Numerous conferences and seminars with the participation of scientists, statisticians and experts in official statistics in different parts of the world have been held by international organizations and institutes of official statistics. The United Nations Statistics Commission, as the highest international body, in its 46th, 47th and 48th sessions in 2015, 2016 and 2017, has placed the issue of modernization of statistical systems on its agenda. In this article, while introducing the modernization of statistical systems, the literature on the subject and the studies conducted in this field are reviewed. Then, the dimensions and aspects of this concept will be discussed in detail, focusing on the role and position of the National Statistics Organization in the modern statistical system (NSS). Finally, considering the role of the statistical system in the countrychr('39')s decisionmaking system and good governance, looking at the third national plan for the development of the countrychr('39')s statistical system, the characteristics, structure and requirements of the NSO and NSS will be mentioned.
