تحلیل وضعیت رفاه در ایران بر اساس شاخص‌های استاندارد جهانی

این مقاله، با هدف بررسی وضعیت رفاه در جمهوری اسلامی ایران بر حسب شاخص‌های جهانی رفاه لگاتوم1 و شناسایی راه‌های دستیابی به رفاه در سطح استاندارد2 جهانی تهیه شده است. به‌علاوه، بررسی مقایسه‌ای گزارش‌های شاخص مزبور در طول سا‌ل‌های گذشته به این منظور صورت گرفته که مخاطبانِ علاقمند را ترغیب به توجه به وجوه تمایز این شاخص با سایر شاخص‌های رفاه نماید تا درک عمیق‌تری نسبت به رفاه و عملکرد دولت‌ها بدست آورند.این بررسی به روش کتابخانه‌ای و مقایسه‌ای انجام شده است و برای درک و دریافت بهتر موضوع علاوه بر توجه به مفاهیم، پیشینه، اصول و مبانی رفاه به رویکردها و روش‌شناسی این شاخص‌ها، اشاره شده و درباره نحوه جمع‌آوری داده‌ها، شاخص‌ها و محاسبه رتبه رفاه به‌طور مقایسه‌ای در کشورها، تاثیر شاخص‌های مزبور را در کشورهای جهان بر رتبه کلی رفاه آن‌ها نشان می‌دهد. همچنین این مقاله با توجه به چالش‌های جهان در دستیابی به رتبه‌های بالاتر رفاه و نقش بحران‌ها، منازعات منطقه‌ای از یک طرف، و رونق اقتصادی و تجاری در کشورها از طرف دیگر، توجه نموده است. برای ارائه، تصویری از جایگاه جمهوری اسلامی ایران در منطقه منا (خاورمیانه و آفریقا) و در میان کشورهای اسلامی، وضع شاخص‌های رفاه آن را با این دو گروه از کشورها مقایسه نموده است. نتایج حاصل از این بررسی حاکی از این است که جمهوری اسلامی ایران برغم تلاش‌های فراوان طی چند دهه‌ی گذشته هنوز نتوانسته نه تنها در کل کشورهای جهان بلکه در میان کشورهای منطقه منا و حتی در کشورهای اسلامی جایگاه درخور توجهی را بدست آورد.نتیجه این مقاله دلالت بر این دارد که جمهوری اسلامی ایران علیرغم تلاش‌های متعددی که برای ایجاد رفاه، متناسب با امکانات و فرصت‌ها در مناطق مختلف و در مجموع کشور نموده است هنوز نتوانسته در رتبه‌بندی کشورها از لحاظ رفاهی، جایگاه مناسب و مطلوبی کسب کند. این وضع نامطلوب، حتی در دو منطقه منا و کشورهای اسلامی هم از این حیث جایگاه برجسته‌ای نیافته است.

Analysis of the Welfare Situation in Iran Based on Global Standard Indicators

This study aims to explore the welfare status of the Islamic Republic of Iran in terms of global Legatum welfare indicators and identify ways of achieving welfare at the world standard level. In addition, comparative reviews of the Legatum welfare indicators refers over the past years have been conducted to encourage interested audiences to look at the distinctive aspects of this indicators with other indexes to gain a deeper understanding of the welfare and performance of governments.This Study is conducted through a library and comparative approach and points to the approaches and methodology of these indicators. In addition too focusing on the concepts, backgrounds, principles and foundations of welfare, and on how to collect data, indicators and calculating the welfare rank comparatively shows the impact of these attributes in the counties of the world on their overall wellbeing. This paper also addresses the challenges of the world in achieving higher levels of prosperity and the role of crises, regional conflicts on the one hand, and economic and business prosperity in countries on the other hand. In addition, to provide an Image of the republic rsquo;s position Islamic Republic of Iran in MENA Region (Middle East and North Africa) And within Muslim countries, it has compared welfare indicators with these two groups of countries.The results of this study show that the Islamic Republic of Iran, in despite of many efforts over the past several decades has not achieved a position not only in the countries of the world yet, but also in the countries of the MENA region and even in the Islamic countries.
