عارضه‌یابی و تحلیل نظام حکمرانی امور خانواده در جمهوری اسلامی ایران

مقولۀ خانواده و مسائل این حوزه، چندلایه ای، چندبعدی و گسترده هستند و سازمان ها و نهادهای متعدد حاکمیتی و غیرحاکمیتی در سطوح مختلف با محوریت حوزه خانواده ایجادشده اند که می توان آنها را به مثابۀ سیستمی در نظر گرفت که به منظور تحقق اهدافی مشخص در کنار هم قرارگرفته اند.این پژوهش درصدد بررسی میزان مانایی و کارایی لازم این سازمان ها و نهادها برای تحقق هدف تحکیم و تعالی خانواده مندرج در اسناد بالادستی جمهوری اسلامی ایران و تعیین عارضه های مترتب بر ساختار و کارکرد این سیستم بوده است. نوآوری پژوهش حاضر استفاده از روش شناسیمدل سیستم مانا (vsm) و بایدها و نبایدهای خرده سیستم های پنجگانه (اجرا ، هماهنگی، انسجام و بازرسی، هوشمندی، سیاست گذاری) به منظور عارضه یابی نظام حکمرانی امور خانواده است. یافته ها ی مطالعه نشان می دهد می توان سازمان ها و نهادهای موجود را در حکم سیستمی در نظر گرفت که به منظور حکمرانی در خصوص مقولۀ خانواده ایجاد شده اند، لیکن برای مانا بودن این سیستم، لازم است مدیر (مالک) فرآیندها و سازوکار اندازه گیری عملکردهای اجزا مشخص شود. . در همین راستا پیشنهاد می شود با اصلاح ساختارهای موجود یا ایجاد ساختارهای جدید با محوریت سیستم مدیریت و کنترل عملیات و شاخص های آن اقدام گردد.

application of mana system model (vsm) in the analysis of family governance system in the islamic republic of iran

the category of family and the issues of this field are multi-layered, multi-dimensional and extensive, and therefore, numerous organizations and institutions have been created at different levels focusing on the family field. these organizations and institutions, some of which are governmental and some non-governmental, can be considered as a system that has been put together to achieve specific goals. in the conducted research, the intention is to check whether the institutions and organizations that have been established with or without a specific plan have the necessary mana and efficiency to realize the lofty goals that have been drawn in the upstream documents of the islamic republic of iran regarding the consolidation and excellence of the family. and what are the complications on the structure and function of this system. the innovation of the research is the use of the mana system model (vsm) in order to find complications in the governance system of family affairs. the findings show that the existing organizations and institutions can be considered as a system that was created to fulfill the governance duties regarding the family category, but for this system to be valid, the manager (owner) of the processes and the mechanism of measuring the performance of the components must be identified. after finding the problem, some practical suggestions have been presented.
