اولویت بندی عوامل موثر بر عدم مشارکت بهره برداران در طرح های آبخیزداری (مطالعه موردی: حوزه آبخیز چیکان و مورزیان سپیدان استان فارس)

پژوهش های چند ساله ی اخیر نشان داده است که اجرای طرح های آبخیزداری بدون مشارکت و همراهی مردم چندان موفق نبوده و موجب ناکارآمدی برنامه ها در حفاظت از حوزه های آبخیز شده است. به منظور حل این معضل، اولویت بندی شاخص ها و زیرشاخص های موثر بر عدم مشارکت مردمی، گامی اصولی در چرخه ی مدیریت حوزه های آبخیز است؛ به طوری که شناخت عوامل موثر و اولویت بندی آن ها منجر به مشارکت حداکثری ساکنان حوضه شود. با توجه به این هدف، در این پژوهش اقدام به اولویت بندی عوامل موثر بر عدم مشارکت بهره برداران در طرح های آبخیزداری در حوزه ی آبخیز چیکان و مورزیان سپیدان واقع در شمال غرب استان فارس شده است. جامعه ی آماری این پژوهش با استفاده از فرمول کوک ران به تعداد 51 نفر از بهره برداران (ساکنان این حوضه) بودند. برای گردآوری داده ها از پرسش نامه مشتمل بر چهار شاخص و دوازده زیرشاخص با طیف لیکرت استفاده شد. با استفاده از نرم افزار spss (نسخه ی 23) اهمیت شاخص ها و زیرشاخص ها توسط آزمون t مشخص شد و به منظور اولویت بندی شاخص ها و زیرشاخص های موثر، از آزمون ناپارامتری فریدمن استفاده شد. نتایج نشان داد در اولویت بندی شاخص ها از دیدگاه بهره برداران به ترتیب شاخص های اقتصادی ، اجتماعی ، آموزشی- ترویجی و طراحی- اجرایی به عنوان شاخص های موثر و در اولویت بندی زیرشاخص ها، به ترتیب عدم آموزش ساکنان حوضه در خصوص طرح ها و اهداف مربوطه و عدم توجه به سازمان های غیر دولتی (سمن ها) در برنامه ریزی های آبخیزداری دارای بیشینه و کمینه ی اولویت در عدم مشارکت در طرح های آبخیزداری در این حوزه ی آبخیز تعیین شدند. لازم است به منظور مشارکت بهره برداران در طرح های آبخیزداری، نسبت به حل مسائل اقتصادی ایشان و تدوین برنامه ی جامع آموزش و ترویج، اقدامات عملی صورت گیرد.

prioritization of factors affecting the non-participation of exploiters in watershed management projects (case study: chikan and morzian watershed of sepidan, fars province)

researches in recent years have shown that the implementation of watershed management projects without the participation of the public has not been successful and has led to the inefficiency of projects in watershed’s protection. in order to solve this problem, prioritizing the indexes and sub-indexes affecting the non-participation of people is a fundamental step in the watershed management cycle, so that identifying the effective factors and prioritizing them will lead to maximum participation of the watershed residents. according to this goal, in this research, prioritization of effective factors was done on non-participation in watershed management projects from the exploiters viewpoint in chikan and morzian sepidan watershed located in northwest of fars province. the statistical population of this research was 51 exploiters (stakeholders) using cochran formula. a questionnaire consisting of four indices and twelve sub-indices with likert scale was used for data collection. the significance of indices and sub-indices was determined by spss software (version 23) using t-test and the friedman nonparametric test was used to prioritize the effective indices and sub-indices. the results showed that in the prioritization of indicators from the beneficiary’s point of view economic , social , educational-promotion and design-executive indices were the effective factors, respectively and in sub-index lack of training of basin residents on related plans and objectives and lack of attention to non-governmental organizations (ngo) in watershed planning , had the highest and lowest priority in non-participation in watershed planning, respectively. in order to sustainable participation of exploiters in watershed management projects, it is necessary to solve the economic problems of beneficiaries and develop a comprehensive program of training and promotion of practical actions.
