تبیین اثرات اقتصادی تغییرات اقلیمی در حیات جوامع انسانی

اقلیم را به راحتی می توان مهمترین عامل تاثیرگذار در زندگی انسان و حیات جوامع انسانی قلمداد نمود. شاید اهمیت اقلیم در زندگی انسان هیچ وقت به اندازه امروز در مباحث کلان اقتصادی اجتماعی مطرح نبوده و حتی اکنون نیز بسیاری از تصمیم گیران مسائل کلان اقتصادی اجتماعی، زیاد با اهمیت تاثیرگذار این موضوع آشنا نیستند. درحال حاضر بسیاری از کارشناسان مسائل سیاسی، اقتصادی، اجتماعی و محیطی، تغییر اقلیم را به عنوان یکی از مسائل بغرنج و تاثیرگذار در عرصه های مختلف زندگی بشر مطرح می کنند و پیش بینی می کنند این موضوع به طورروزافزون برای جوامع انسانی بر حسب بافت اقتصادی، اجتماعی و محیطی آنها مشکلات و پیامدهای مختلفی را، به ویژه در بعد اقتصادی به همراه خواهد آورد. اگرچه، موضوع نوسانات اقلیمی و اثرات اقتصادی آنها در زندگی انسان موضوع جدیدی نیست، ولی این بار موضوع فرق می کند و قطعاً ازلحاظ اقتصادی هزینه های مالی آن بسیار سنگین و حتی برای برخی نواحی و کشورها طاقت فرسا و آسیب رسان خواهد بود. درمجموع، پیش بینی می شود، تغییرات اقلیمی به صورت مستقیم و غیرمستقیم در زمینه های مختلفی به ویژه کشاورزی، گردشگری، انرژی، سلامتی انسان، بهره وری نیروی کار، اشتغال، رشد اقتصادی، افزایش فقر، افزایش مهاجرت و ... اثرگذاری اقتصادی قابل توجهی را بر جوامع انسانی تحمیل نمایند. بااین وجود، اثرگذاری اقتصادی تغییرات اقلیمی در سطح جهانی یکنواخت نخواهد بود. به عبارتی، ازلحاظ اقتصادی، برای برخی نواحی می توان تغییرات اقلیمی را به ویژه در عرصه اقتصاد جهانی و مناسبات اقتصادی، یک فرصت و مزیت اقتصادی (ژئواکونومیکی) قلمداد نمود و برعکس، تغییرات اقلیمی برای بسیاری از نواحی و کشورهای درحال توسعه در نواحی خشک و با گرمای زیاد، یک بحران و ورشکستگی جغرافیایی اقتصادی محسوب می شود. بنابراین، با توجه به اهمیت موضوع، این پژوهش تلاش می کند به روش توصیفی تحلیلی، اثرات اقتصادی تغییرات اقلیمی را مورد بررسی قرار دهد. البته، این موضوع از آن جهت نیز که جای خالی آن در ادبیات تغییرات اقلیمی به زبان فارسی به شدت احساس می شود و همچنین کشور ایران ازلحاظ اقلیمی اقتصادی جزو نواحی بسیار آسیب پذیر در مقابل تغییرات اقلیمی محسوب می شود، مورد توجه قرار دارد.

Explaining the Economic Impacts of Climate Change on the Life of Human Societies

Climate can easily be considered as the most important factor affecting human life and the life of human societies. Perhaps the importance of the climate in human life has never been stressed as much as it is today in macroeconomicsocial debates. Nonetheless, even today, many decisionmakers of macroeconomic issues are not that cognizant of the importance of this issue. Now, most experts of political, economic, social and environmental issues present climate change as one of the most complex and influential issues in various areas of human life. They also predict that this issue will bring about different problems and consequences for human societies, depending on their economic, social and environmental context, especially in economic terms. Although the issue of climatic fluctuations and their economic impact on human life is not a new issue, the issue has recently taken a different turn. The financial costs incurred by climatic fluctuations will be very heavy and even irreparable for some areas and countries. In total, climate change is expected to impose, either directly or indirectly, significant economic impacts on human societies in various fields ndash; especially agriculture, tourism, energy, human health, labor productivity, employment, economic growth, rising poverty, and increasing immigration, among others. However, the economic impact of climate change will not be equal and alike the world over. In other words, for some regions, climate change can be considered as a geoeconomic opportunity and economic advantage, especially in the world economy and economic relations; in contrast, climate change for many regions and developing countries with very hot and dry weather is a geographical and economic crisis and bankruptcy. Due to the importance of the subject, this article tries to study the economic effects of climate change through a descriptiveanalytical method. The issue is studied due to the fact that the literature of climate change in the Persian language is scarce; as well, from the climatic and economic point of view, Iran is one of the most vulnerable areas for climate change.
