تبیین موانع توسعۀ سازمان‌های مردم‎نهاد در ساختار سیاسی و اقتصادی ایران

در جامعه‌های مدرن، سازمان‌های مردم‌نهاد به عنوان عوامل کلیدی در فعالیت‌های سیاسی، اجتماعی و اقتصادی شناخته می‌شوند. این سازمان‌ها نه‌تنها در افزایش آگاهی و مشارکت شهروندی نقش دارند؛ بلکه چونان بخشی از اصلاحات اجتماعی و سیاسی نیز شناخته می‌شوند. اما ارتباطات این سازمان‌ها با ساختارهای سیاسی و اقتصادی در کشورهایی مانند ایران، با چالش‌ها و موانع متعددی مواجه است که تاثیر عمیقی بر فرایند توسعه و تحولات اجتماعی دارند. پرسش اصلی این مقاله آن است که توسعۀ سازمان‎های مردم‎نهاد وفق مناسبات گفتمانی موجود در ساختار سیاسی و اقتصادی در ایران در بین سال‌های 1380-1400شمسی با چه چالش‎ها و موانعی روبرو است؟ یافته‌ها بیانگر آن است که پنج مانع و چالش اساسی شامل چالش‌ها و موانع قانونی و دولتی، مالی و اقتصادی، ارتباطی و اطلاع‌رسانی، فرهنگی و اجتماعی، سیاسی، ساختاری و مدیریتی از جمله چالش‎ها و موانع اساسی توسعۀ سازمان‎های مردم‎نهاد ‎در ساختار سیاسی و اقتصادی ایران است. در این مقاله با پیروی از پارادایم تفسیری و با منطق استقرایی با رویکرد کیفی و با به‌کارگیری طرح تحقیق تحلیل محتوای موانع و چالش‎ها، عوامل موثر و راهکارهای توسعۀ سازمان‌های مردم‎نهاد در ساختار سیاسی و اقتصادی ایران شناسایی می‎شود و در‌نهایت با توجه به نتایج حاصل از مناسبات گفتمانی سازمان‌های مردم‎نهاد ‎در ساختار سیاسی و اقتصادی ایران، پیشنهادهایی به لحاظ تقنینی، تحولات زیرساختی، حمایت‎های مادی و معنوی و فرهنگی ارائه می‌گردد.

an account of the barriers to the development of non-governmental organizations within the political and economic structure of iran

in modern societies, non-governmental organizations (ngos) are recognized as key actors in political, social, and economic activities. these organizations not only enhance public awareness and civic participation but are also considered instrumental in driving social and political reforms. however, the relationship between ngos and the political and economic structures in countries like iran faces numerous challenges and barriers, deeply affecting the development process and social transformations. the central question of this article is: what challenges and barriers have ngos encountered in their development within iran’s political and economic structure between 2001 and 2021? the findings indicate five major categories of obstacles: legal and governmental challenges, financial and economic barriers, communication and information dissemination issues, cultural and social impediments, and political, structural, and managerial problems. adopting an interpretive paradigm and an inductive logic within a qualitative research approach, this study employs a content analysis design to identify the obstacles, influencing factors, and strategies for the development of ngos within iran’s political and economic framework. based on the discursive relations of ngos with the political and economic structures, the article ultimately proposes legislative reforms, infrastructural transformations, financial and moral support measures, and cultural initiatives to enhance the development of ngos in iran.
