پیشنهاد یک چارچوب مفهومیِ نهادگرایانه برای مطالعه مسائل توسعه‌ای کشورهای وابسته به منابع طبیعی

سال‌هاست که پژوهشگران، مشکلات توسعه‌ای کشورهای برخوردار از منابع طبیعی همچون نفت را به همین برخورداریِ آن‌ها نسبت می‌دهند. پژوهش‌های پرشمار این حوزه، بیشتر بر نظریه دولت‌رانتیر و بلای‌منابع متکی بوده‌اند. امروزه با پیشرفت پژوهش‌های تجربی و انتقادات نظری، در کاستی‌های نظریاتِ کلاسیکِ این حوزه، کمتر تردیدی وجود دارد و پژوهش‌های متاخر نیز تلاش‌هایی برای تعدیل افراط‌ و تفریط ‌های نظریات کلاسیک رانتیریسم بوده‌اند که معمولاً دامنه‌ای محدود از پیامدهای مطرح‌شده برای رانتیریسم را بررسی کرده و به شکل یک نظریه‌ی مفصل و منسجم در نیامده‌اند، یا یک ایده‌آل تایپ مناسب از دولت‌رانتیر برای بررسی‌های تاریخی ارائه نکرده‌اند. متن حاضر کوشیده است تا ضمن مرور رویکرد رانتیریسم و مرور برخی از مهم‌ترین پژوهش‌های انجام‌شده که اصلاحاتی در نظریات کلاسیک رانتیریسم انجام داده‌اند و دریچه‌هایی برای بازنگری گشوده‌اند، به معرفی رویکرد نهادگرایانه‌ی داگلاس ‌نورث به عنوان یک چارچوب مفهومی مکمل بپردازد. بدین‌منظور، نقاط قوت و کاستی‌ هر دو رویکردِ نورث و رانتیریسم تحلیل و در راستای تلفیق آن‌ها تلاش شده است. نهایتاً چارچوب مفهومیِ جایگزینی به نام «نظم دسترسی محدود رانتیر» معرفی شده است که اگرچه در هردو رویکرد ریشه دارد اما با افزودن چند نکته تا حدودی از این دو فراتر می‌رود و بینش‌های تازه‌ای برای مطالعه‌ی دولت‌های رانتیر به دست می‌دهد.

Proposing an Institutionalist Conceptual Framework for the Study of Development Issues in Countries with Dependence on Natural Resources

For years researchers have associated the developmental problems of countries possessing natural resources like oil with the very fact of the possession of such resources. The numerous studies of this field have mostly focused on the theories of the Rentier State and the Resource Curse. Today, with the advent of empirical research and theoretical criticism, there is little doubt with regards to the shortcomings of the classic theories of the field. The latest research has also attempted to mitigate the extremes of the classic theories of rentierism which usually cover a limited scope of the suggested outcomes of rentierism, and such theories have not formed a comprehensive and elaborate theory, nor have they presented an appropriate ideal type of the rentier state for historical investigations. The present paper presents a critical survey of the literature on rentierism, focusing on one main question: how can this theory be improved? With respect to this question, at first, rentierism literature will be reviewed, then the institutionalist theory of Douglass North shall be introduced. By recognizing the advantages and disadvantages of both theories, the present paper goes on to formulate new conceptual framework named the Rentier Limited Access Order. Not only is this framework rooted in both theories, but it also goes beyond them and delivers new insights with which rentier states can be studied.
