هشت گام توسعه آموزش مجازی در طرح تحول و نوآوری آموزشی دانشگاه های علوم پزشکی؛ مروری بر یک تجربه

زمینه و هدف: به دنبال آمایش آموزش عالی در نظام سلامت و طرح تحول و نوآوری آموزشی در دانشگاههای علوم پزشکی ایران در سال 1394، دوازده بسته آموزشی به عنوان مبنای تحول و توسعه آموزشی قرار‌گرفت. یکی از مهمترین بسته‌های طرح تحول، بسته آموزش مجازی بود. این مقاله به بیان تجربه دانشگاه علوم پزشکی شیراز در ارائه الگوی هشت مرحله‌ای توسعه آموزش مجازی در کلان منطقه 5 می‌پردازد. روش بررسی: رویکرد پژوهش کیفی، به روش مطالعه موردی مبتنی بر بارش افکار نمایندگان توسعه آموزش مجازی و تحلیل اسناد، گزارشات و برنامه های مرتبط با توسعه آموزش مجازی در سالهای 1394 تا 1396 در کلان منطقه 5 آمایشی بود. پس از تحلیل اسناد بالادستی و تحلیل swot، راهبردهای توسعه آموزش مجازی شامل هشت گام تنظیم شد. نتایج: برای توسعه آموزش مجازی 8 گام: تعلیم نیروی انسانی، تنظیم قوانین، تشویق و انگیزش، تولید محتوای الکترونیکی، تامین زیرساخت، تولید و نشر دانش، توسعه مجازی سازی و تازگی و نوآوری به عنوان راهبردهای اصلی تعیین شدند و در دو سال اخیر بیش از 36 اقدام عملیاتی در حوزه آموزش های مجازی انجام یا در حال انجام است. نتیجه گیری: آمایش آموزش عالی نظام سلامت تا حدی، زمینه هم افزایی منابع و امکانات را در سطح کلان منطقه فراهم‌آورده است اما ارتباطات کلان منطقه‌ها با حوزه ستادی و ایفای نقش دانشگاهها در توسعه آموزش مجازی نیازمند تقویت نقش حمایتگری و پشتیبانی حوزه ستادی در تامین زیرساختها و منابع مالی و استقلال بیشتر به دانشگاهها در برنامه ریزی و اجرای توسعه آموزش مجازی است.

Eight Steps in the Development of Virtual Education in Educational Innovation Plan in Medical Sciences Universities, A review of an experience

Background and Objective: Following the introduction of higher education in the health system and the Innovation Plan in 2015, twelve packages were introduced as the basis for educational development. One of the most important packages was the virtual education. This article demonstrates the experience of universities in 5th Macro region in providing the eightstep model for developing virtual education. Materials and Methods: Qualitative research approach was based on the case study was done with the Brain Storming of virtual education specialist and the analysis of documents, reports and programs related to the development of virtual education in 20152017 in the 5th macro region universities. After SWOT analysis with considering the upstream documents, eight strategies was conduct in virtual education development. Results: Finally, the 8 strategies in human resource training, regulation, motivation and rewards, eContent production, infrastructure provision, konwledge production and sharing, Virtualization development, and novelty were set. After 3 year 36 activities was done or in processing. Conclusion: The higher education system has led to the synergy of resources and facilities at the macro level of the region relatively. But the macro region region communication with the headquarters and the role of universities in the development of virtual education needs to strengthen the support role and support of the headquarters in providing infrastructure and funding, and more autonomy for universities in planning and implementing virtual education development.
