ارزیابی اثرات سرمایه‌گذاری‌های بخش خصوصی در بافت تاریخی کاشان، از دیدگاه اجتماع محلی

بافت تاریخی کاشان که از حدود نیم قرن پیش دچار فرسودگی و افت ارزش شده بود، در سال های اخیر با تحولات جدیدی روبه رو شده است. خانه های قدیمی فرسوده و گاه متروک توجه سرمایه گذاران خصوصی را جلب کردند و موج خرید و مرمت آن ها شروع شد. این خانه ها اغلب بعد از مرمت تبدیل به هتل های سنتی (بوتیک هتل) و یا سایر کاربری های مرتبط با گردشگری شدند. هدف از این پژوهش ارزیابی اثرات سرمایه گذاری های جدید و تغییرکاربری خانه های قدیمی کاشان از دیدگاه اجتماع محلی است. محلۀ پشت عمارت، به مثابۀ نمونه ای از محله های قدیمی کاشان، که این فرایند در آن صورت گرفته، انتخاب شده است. اطلاعات لازم از طریق مصاحبه با اجتماع محلی، شامل ساکنان و کسبۀ محله و نیز شهروندان محدوده های جدید مراجعه کننده به این محله، جمع آوری شده است. یافته های پژوهش نشان می دهد که اثرات اقدامات سرمایه گذاران در ابعاد کالبدی و محیطی، اجتماعی و فرهنگی، و عملکردی و اقتصادی ملموس است. اجتماع محلی سرمایه گذاری ها را به طور کلی مثبت ارزیابی می کنند و از اثرات آن رضایت دارند، با وجود این، تحولات ایجادشده در محله مشکلاتی را در زمینۀ تردد سواره و پارک اتومبیل، از بین رفتن خدمات محلی، و کمرنگ شدن نقش سکونتی محله ایجاد کرده است. به منظور جلوگیری از تبدیل محله به مکانی صرفاً توریستی، انجام اقداماتی از سوی مقامات مسئول برای حفظ سکونت در محله، با مشارکت سرمایه گذاران و ساکنان، ضروری به نظر می رسد.

An Assessment of the Impacts of Private Sector Investments on Kashan’s Historic Districts from Local Communities’ Point of View

After a period of decline and decay, the historic centre of Kashan has recently experienced new developments. Dilapidated, abandoned old houses have started attracting private investors’ attention, and a wave of their purchase and restoration is started. Most of these restored buildings were transformed into ‘traditional’ hotels (boutique hotels) or other tourismrelated facilities. The present research intends to investigate the effects of new investments and adaptive reuse on the historic centre of Kashan from the perspective of local communities. The old Poshte Emarat neighbourhood was selected as the study case. The required data were collected through interviewing local residents and tradespeople as well as other visiting citizens of Kashan. The findings showed that investors’ actions have had tangible physicalenvironmental, sociocultural, functional and economic results, and that local communities generally have a positive view about changes, and are satisfied with them. However, there are concerns about problems such as vehicular traffic and parking, a loss of local services, and the weakening residential aspect of the neighbourhood. Actions need to be taken, therefore, by the authorities and with investors’ and local residents’ participation, to prevent Poshte Emarat from turning into a merely tourist destination.
