ارزیابی عملکرد شرکت‌های آب و فاضلاب با مدل کارت امتیاز متوازن مطالعه موردی: شرکت آب و فاضلاب شهری استان آذربایجان غربی

یکی از ابزارهای قدرتمند برای تصمیم‌گیری مدیران، ارزیابی جامع عملکرد سازمان‌هاست که اطلاعات ضروری و مورد نیاز هر سازمان را در اختیار آن قرار می‌دهد. یکی از مدل‌هایی که برای ارزیابی جامع جنبه‌های مختلف شرکت‌های آب و فاضلاب با استقبال گسترده‌ای مواجه شده، مدل کارت امتیازی متوازن (bsc) است. این پژوهش از نوع توصیفیکاربردی است و اهداف آن شامل انتخاب الگوی جامع ارزیابی، شناسایی و رتبه‌بندی شاخص‌ها و زیرمعیارهای اصلی برای ارزیابی عملکرد جامع با مدل bsc است که با ‌تفکیک حوزه‌های مختلف شرکت‌های آب و فاضلاب و به‌کارگیری آن‌ها به‌صورت پایلوت در شرکت آب و فاضلاب شهری استان آذربایجان غربی انجام شده است. داده‌های این پژوهش از بررسی مطالعات کتابخانه‌ای و میدانی سه نوع پرسشنامه و مصاحبه از کل کارمندان، کارمندان مالی و مشتریان شرکت آب و فاضلاب شهری جمع‌آوری شد. نتایج بر اساس ضرایب همبستگی و رگرسیون، آزمون میانگین متغیرها و روش فازی نشان می‌دهد که عملکرد شرکت به‌ترتیب اولویت در حوزه‌های bsc شامل فرایندهای داخلی، رشد و یادگیری، مشتری و دیدگاه مالی می‌باشند. در مدل رگرسیونی متغیر وابسته عملکرد شرکت و متغیرهای مستقل، شامل متغیرهای مختلف در حوزه‌های کارت امتیاز متوارن است. نتایج نشان داد که بیشترین میزان عوامل موثر بر عملکرد شرکت مورد مطالعه به‌ترتیب شامل کاهش هزینه‌های غیرضروری، افزایش و توسعه امکانات جدید، به‌دست آوردن مشتریان جدید، فراهم‌سازی زیرساخت‌ها و منابع سازمانی، توسعه شایستگی‌ها از طریق آموزش، افزایش رضایت‌مندی مشتریان، ارتقای کارایی و راندمان و کیفیت در فرایندهای داخلی است.

Evaluation of Water and Wastewater Company Performance by Using Balanced Scorecard Model)Case Study: West Azarbayjan Water and Wastewater Company(

Comprehensive evaluation of organization performance is one of the most powerful tools for decision making. It helps managers to gain necessary information about the status of their organization. One of the most widely welcomed models in this regard is the Balanced Scorecard Model which provides comprehensive evaluation for various aspects in the Water and Wastewater Corporation. The present study was a descriptiveapplied research in terms of objectives. The objectives included selecting a comprehensive evaluation pattern, recognizing and ranking the indexes and main substandards for evaluating the comprehensive performance with BSC model denoting various parts in water and wastewater corporations. The model was used in West Azarbayjan province water and wastewater company as a pilot. Data collection was based on the library and field study via 3 types of questionnaires and interview with staff, financial staff, and by the customers of the given company. Based on the correlation and regression coefficients, the mean variables test and the fuzzy method showed that the BSC fields are in the order of priority in the performance of the mentioned company. These included internal processes, learning and growth, and customer and financial perspective. In the regression dependent variable model, the performance of the company and independent variables included various variables in fields of the balanced scorecards, and the result showed that the most effective factors on the company performance were decreasing the unnecessary costs, increasing and developing new facilities, finding new custumers, providing infrastructures, and organizational resources through learning, increasing customer satisfaction, enhancing the efficiency and quality of the internal processes.
