تحلیل بنیادی نهاد علم: راهی به سوی توسعه کشور

در دوران معاصر، نهاد علم در ایران دستخوش تغییرات فزاینده‌ای شده و مطالعه این تغییرات از منظر پیامدهایی که برای نظام دانش ایران به‌دنبال داشته از اهمیت به‌سزایی برخوردار بوده است. بی‌تردید توانمندی، توسعه و استقلال واقعی کشورها نسبت مستقیمی با توانایی آن‌ها در تولید علم و توسعه علمی- تحقیقاتی دارد و تولید، بسط و گسترش علم، تاثیر بسیار عمیقی در تمامی حوزه‌های اقتصادی، اجتماعی و فرهنگی کشور دارد. در تحولات چند دهه اخیر، توجه ویژه‌ای به تولید علم و به‌کارگیری آن به‌ویژه در کشورهای توسعه‌یافته علمی یا کشورهای در حال توسعه علمی، شده است. در جوامعی که تولید علم در حد مطلوب است توسعه علمی نیز ایجاد می‌شود. توسعه علمی، توسعه همه‌جانبه علمی، آموزش، پژوهش و فناوری و ترویج فرهنگ آن‌هاست. دستیابی به اهداف اجتماعی، اقتصادی، فرهنگی، سیاسی و علمی جامعه در بستر تولید علم می‌تواند جامعه را به سمت توسعه پیش برد، بنابراین ضرورت توجه به تولید علم و راهکارها و موانع آن راهگشای مسئولین و دست‌اندرکاران در تحقق اهداف جامعه است. کشور ایران نیز برای رسیدن به توسعه پایدار و دانش‌بنیان تلاش می‌کند. با توجه به اینکه در ایران منابع لازم برای دستیابی به چنین توسعه‌ای فراهم است و با مدیریت و سیاست‌گذاری درست برای هر بخش توسط اهل فن می‌توان به بهره‌وری بهینه دست یافت. برای مدیریت کارآمد باید به علم و دانش مجهز شد و برای تولید علم و ترویج آن باید برنامه‌ریزی و بسترسازی کرد

Fundamental Analysis of Institution of science: The Road to Development of the country

The institution of science in Iran has undergone increasing changes in the contemporary era. Studying these changes is of particular importance in view of the consequences they have brought about in Iran’s knowledge system. There is no doubt that a country’s power, development, and true independence are significantly and directly proportional to its ability to generate knowledge as well as it’s scientific and research development. Generation, extension, and development of knowledge fundamentally affect a country’s social, economic, and cultural dimensions. In the past few decades, countries who have successfully been included among scientifically developed countries – or those that managed to enter the transitional period towards such development have paid particular attention to generate as well as application of knowledge. Scientific development would follow in those countries that have successfully generated knowledge at an adequate level. Scientific development entails multidimensional development in a country’s knowledge, education, research, and technology, as well as extension of all these fields. Achieving social, economic, cultural, political, and scientific goals by a society can carry that society forwards towards development. Therefore, due attention by relevant authorities in a society to knowledge generation as well as the solutions and obstacles associated with the same can pave the way towards realizing that society’s goals. In Iran, as in many other countries, efforts have been made to reach sustainable development and knowledge-based status. The necessary resources have been provided for achieving such a status, and optimal productivity status can also be achieved in each section by technically oriented authorities. Efficient management requires knowledge, planning, and building the proper infrastructure for generating and extending knowledge.
