نقش سیاست‌های حمایتی دولت‌ها در افزایش ظرفیت جذب نوآوری در شرکت‌های کوچک و متوسط

در بسیاری از کشورها، بخش مهمی از سیاست‌های توسعه فناوری و نوآوری در سطح ملی، به سیاست‌های تقویت‌کننده ظرفیت جذب در شرکت‌های داخلی معطوف شده است، اما در این میان، در اغلب کشورها شرکت‌های کوچک و متوسط سهم بزرگی از اقتصاد جهانی را در اختیار دارند. به همین دلیل، سیاست‌گذاران برای حمایت و تقویت این بخش حیاتی از صنعت و اقتصاد، برنامه‌ها و سیاست‌های ویژه‌ای را تدوین می‌کنند. پرسش اصلی این مقاله این است که دولت‌ها با اتخاذ چه سیاست‌هایی می‌توانند ظرفیت جذب نوآوری را در شرکت‌های کوچک و متوسط افزایش دهند؟ به‌منظور پاسخ به این پرسش با انجام یک مطالعه تطبیقی، ضمن بررسی و مقایسه سیاست‌های چند کشور اروپایی در زمینه افزایش ظرفیت جذب، چند راهکار برای افزایش ظرفیت جذب شرکت‌های کوچک و متوسط ایرانی پیشنهاد شده است.

The Role of Supporting Policies of Governments in Increasing Innovation Absorption Capacity of Small and Medium-Sized Enterprises

In many countries, an important part of technology and innovation policies is focused on strengthening the absorption capacities of local firms. Meantime, in many countries, small and medium- sized enterprises possess a large share of the world economy. Therefore, the policymakers set special programs and policies to support and strengthen this vital part of economy and industry sectors. The main question of this article is: what kind of governmental policies can increase the innovation absorption capacity of small and medium- sized enterprises? In order to answer this question, we conducted a comparative study to compare the policies of some European countries for increasing the absorption capacity. Then several recommendations are made for boosting the absorption capacity of Iranian small and medium-sized enterprises
