چکیده
|
امروزه تغییرات سریع در نیازهای مشتریان، خلق، توسعه و بهره‌برداری از داراییهای فکری را به موضوعی کلیدی درتوسعه فناوری تبدیل کرده است. یکی از نهادهای اصلی توسعه‌دهنده فناوری در اغلب کشورها، پژوهشگاه‌های دولتی هستند. اما نگاهی به دستاوردهای پژوهشگاه‌های دولتی ایران سال‌های گذشته نشان می‌دهد که با وجود توانمندی‌های فراوان در انجام پژوهش، بسیاری از آنها در امر مستند‌سازی و مدیریت داراییهای فکری ناموفق عمل کرده‌اند. بنابراین هدف اصلی این تحقیق، بررسی نحوه مدیریت داراییهای فکری در پژوهشگاه‌های دولتی ایران و شناسایی مشکلات و کاستی‌های موجود است. به همین سبب در این تحقیق پس از مروری گذرا بر ادبیات تحقیق و طبقه‌بندی برخی از مفاهیم ارائه شده در حوزه مدیریت داراییهای فکری، با بررسی فعالیت‌های سه پژوهشگاه دولتی ایران در زمینه مدیریت مالکیت فکری، توصیه‌ها و ملاحظاتی به مدیران و سیاستگذاران فعال در عرصه توسعه علم و فناوری کشور برای افزایش موفقیت مدیریت داراییهای فکری در پژوهشگاه‌های دولتی کشور ارائه شده است.

Abstract
|
Nowadays the rapid changes in customer needs have made the creation, development and utilization of intellectual property a key issue in the development of technology. In most countries, public research institutes are one of the main institutes which support technology development. However, by looking at the past achievements of these institutes in Iran, one can see that despite great capabilities in doing research, many of them have failed in documentation and management of the intellectual property. Thus, the main goal of this research is to investigate the method of intellectual property management of Iranian public research institutes and identifying their problems. Therefore, in this study, after reviewing the literature and classifying some of the concepts presented in the literature of intellectual property management, some recommendations and considerations are presented to the managers and policy makers in the area of science and technology development by examining the activities of three public research institutes that work in the field of intellectual property management in order to increase the success of the management of intellectual property at these institutes in the country.
