تعیین شاخص های ارزیابی عملکرد قطب های علمی

آموزش عالی معرف نوع مهمی از سرمایه گذاری در منابع انسانی است که با فراهم آوری و ارتقای دانش، فناوری، خلاقیت و مهارت و نگرش موردنیاز فراگیران، به توسعه پایدار کمک می کند. آموزش عالی موجب ترویج دانش می‌شود و با پژوهش و تحقیقات بنیادی و کاربردی علم و دانش جدید نیز به‌وجود می‌آورد. در دهه اخیر توجه به توسعه پایدار علمی در ایران از گسترش قابل توجهی برخوردار شده است. قطب های علمی با هدف گردهم‌آوری و سامان‌دهی جمعی از اعضای هیئت علمی توانمند در گسترش مرزهای دانش و توسعه پایدار علمی در دانشگاه ها ایجاد شده اند. ارزیابی مستمر عملکرد این قطب های علمی با توجه به اهدافی که در تاسیس آنها در نظر گرفته شده است با تعیین و تدوین شاخص های موثر و مفید ضروری است. در این مقاله مدل جدیدی برای ارزیابی عملکرد قطب های علمی طراحی و نتایج اجرای آن در قطب های علمی دانشگاه صنعتی امیرکبیر به عنوان نمونه ارائه شده است. یکی از نتایج حاصل از این ارزیابی می تواند در شناسائی فعالیت های مفید و موثر قطب های علمی استفاده شده و منجر به هدایت و جهت‌دهی مناسب آنها شود و به‌علاوه با ایجاد رقابت صحیح شاخصی برای حمایت و پشتیبانی بیشتر از قطب های علمی فعال تر تعیین و مورد استفاده قرار گیرد. همچنین برای آسیب شناسی قطب های علمی با عملکرد ضعیف اقدام کرد و در رفع و اصلاح مسائل مربوط به فعالیت نکردن آن ها اقدام‌های جدی انجام داد و در صورت تداوم در فقدان فعالیت مفید تصمیم به انحلال و حذف قطب علمی گرفت

Determining Evaluation Indicators of the Performance of Centers of Excellence

Higher education introduces a type of investment in human resources that helps to sustainable development by providing and promoting science, technology, creativity and expertise. Also, higher education promotes science and creates new knowledge by basic and applied researches. In the recent decade, much attention has been paid to the sustainable scientific development in Iran.Centers of excellence are established with the aim of collecting and organizing capable faculty members to develop science frontiers and sustainable development of science and technology in universities. Considering the aims of establishing centers of excellence, Continuous evaluation of these centers is important and useful by defined indicators. In this paper, a new model is developed to evaluate the performance of the centers of excellence and as a case study is applied to the centers of excellence of Amirkabir University of Technology. One of the results of this evaluation can be used for identification of useful and effective activities of centers of excellent and is suitable for guiding them to a right position. Furthermore, determining and using an indicator can result in comparison and competition between different centers so that serious measures can be done about them to direct and better support of them or eliminating the centers that have weak performance
