علم سودمند؛خطّ‌مشی‌گذاری دانش برای توسعه منافع ملّی با رویکرد فازی

منابع دانشی و پژوهشی محدودند و نیازهای مطالعاتی جوامع بی‌شمار! رسالت خطّ‌مشی دانش آن است که این منابع محدود را به‌گونه‌ای به آن نیازهای بی‌شمار تخصیص‌دهد که بیشترین حدّ منافع عاید جامعه شود. در این رویکرد علم سودمند آن است که منافع جامعه را تامین کند و در حلّ مسائل یا مشکلات اجتماعی کارساز شود. در این پژوهش تلاش شده ‌است تا با کسب نظر از خبرگان با کاربست روش تحلیل محتوا و تکنیک دلفی فازی، مهم‌ترین عوامل موثر بر روند سودمندسازی دانش اولویت‌بندی شوند. نتایج حاصل تاکید بر این مهم بود که هرچند تفاوت چندانی بین ابعاد و شاخص‌های گوناگون اجتماعی، سیاسی، فرهنگی و اداری علم و فناوری وجود ندارد ولی گویا ابعاد فرهنگی و اخلاقی و اجتماعی آن حساس‌تر هستند و باید بیشتر موردتوجّه قرارگیرند. به این ترتیب مجموعة قابل توجّهی از عوامل موثر بر سودمندسازی دانش مورد تاکید قرارگرفتند که از آن جمله می‌توان برضرورت استفاده از ابزارهای مناسب برای جلب مشارکت ذی‌نفعان، استفادة بهینه از تجهیزات و امکانات علمی، توسعة پایگاه دادة تحقیق و توسعه و اصلاح سیستم آموزشی در پرتو شناسایی مزیت‌های علمی تاکید کرد. بنابراین، مسئله اساسی این پژوهش، طراحی یک بستة خردمندانة خط‌ّمشی‌گذاری برای هدایت منابع علمی و معرفتی کشور است؛ به ‌گونه‌ای که تمام تلاش‌های علمی و پژوهشی معطوف به تامین منافع ملّی یا حلّ مسائل عمومی در جامعه شود

Useful Knowledge; Knowledge Policy Making for Developing the Public Interest by Fuzzy Approach

knowledge and research resources are limited and there are many research needs in the societies. The mission of science policy is the allotment of limited resources to unlimited needs in order to make the maximum benefit for society. In this approach, useful knowledge is the knowledge that can provide community benefits and solve the social problems. In this study, we try to use the content analysis and fuzzy delphi techniques to prioritize the most important factors affecting the process of useful Knowledge. However, any great difference does not exist between social, political, cultural and administrative dimensions and indicators of the science and technology, but ethical and social and cultural aspects are more sensitive, should be more concerned. Thus an important set of factors that have affect on useful knowledge are considered like: The need to use appropriate means to involve stakeholders, the optimal use of facilities, developing of research data base and improving the educational system by Identifying the benefits of science. Therefore, the basic issue of this research is designing a policy making wisely package to guide scientific and knowledge resources, so that all scientific and research efforts focuse on national interests or solve public issues in society.
