موانع پیاده‌سازی نظام ملی نشر علمی در ایران

هدف پژوهش حاضر تعیین مشکلات زیست‌بوم نشر علمی ایران برای پیاده‌سازی نظام نشر علمی در کشور است تا برنامه‌ریزی و سیاست‌گذاری جامع، کنترل یکپارچه، ارتباطات گسترده در بستر زیرساخت‌های متفاوت و نظایر آن فراهم شود تا بازیگران این زیست‌بوم بتوانند به منابع اطلاعاتی گسترده و متخصصان مختلف دسترسی یابند.روش پژوهش: در این پژوهش از روش کیفی و تحلیل محتوا استفاده‌شده‌است. ابزار گردآوری اطلاعات، مصاحبه نیمه‌ساختار‌یافته-است. جامعه پژوهش شامل خبرگان نشر علمی کشور است که نمونه آن شامل 19 نفر از متخصصانی است که در مراکز علمی مشغول به فعالیت علمی یا اجرایی هستند. برای استخراج داده‌ها متن مصاحبه‌ها به تفکیک پرسش‌ها در نرم افزار maxqda بارگذاری شد و پاسخ هر یک از پرسش‌ها، در قالب کدهای باز در نرم افزار تعریف ‌شد. یافته‌های پژوهش: آسیب‌های زیست‌بوم نشر علمی در 4 بعد: پیامدهای نبود یک نظام یکپارچه در راستای نشر علمی، چالش‌های احتمالی در پیاده‌سازی نظام نشر علمی در کشور، مسئولیت و مدیریت نظام نشر علمی کشور، و اشخاص (حقیقی/ حقوقی) هسته در برنامه‌ریزی و تصمیم گیری‌های کلان نشر علمی، شناسایی شد. مسائل زیست‌بوم نشر علمی کشور به طور کلی به مشکلات فعلی و مشکلات آتی نظام نشر علمی تقسیم‌می‌شود. یافته‌های این پژوهش در بخش مشکلات فعلی شامل: یکپارچه نبودن سامانه‌های نشرعلم، نبود آینده‌نگری و پیش‌بینی برای بحران‌های آتی؛ و در بخش مشکلات آتی شامل: جامع نبودن و یا کهنه بودن قوانین و مقررات نشر علمی و نبود قوانینی متناسب با بستر جدید، قوانین انحصاری، استقلال‌طلبی، تملک‌خواهی است. نتیجه‌گیری: با توجه به موانعی که در زیست‌بوم نشر علمی کشور شناسایی شده، لازم است موانع قبل از راه‌اندازی نظام نشر علمی از طریق آموزش، آگاهی‌رسانی و شفاف‌سازی، و مطالعات بیشتر، برطرف گردد تا نظام نشر علمی کشور بتواند به کارایی و بازدهی مناسب دست‌یابد.

although new communication and information technologies are rapidly spreading worldwide, publishing remains a major component of national power at the global level becausescience is seen as one of its key components.this power enables it to play a more important role in developing the world community and exert greater influence on other countries.science presents a universal challenge, with its advancements applicable worldwide and considered a fundamental component of human civilization. however, despite the unique cultural, social, and economic circumstances of various regions, there are differences with other places despite the similarities.in order to achieve a stronger position in international scientific communities, it is necessary to strengthen the country’s science publishing ecosystem by tackling pathology and removing barriers. this will improve the quality of life, inform decisions and enhancescience’s output. this will improve the quality of life, inform decisions and enhance science’s output. in addition to promoting the development of scientific communication, ensuring that all research findings are accessible in one place and reducing costs, compliance with ethical principles will be further promoted. in this research, we have explored the complex challenges facing the iranian scientific publishing ecosystem to identify the obstacles that are preventing the effective implementation of a robust scholarly publication system.
