تحقیقات دانشگاهی؛ از نظر تا عمل (تحلیلی معطوف به برنامۀ هفتم پیشرفت)

در این مقاله موضوع مهم تحقیقات دانشگاهی از پایگاه اثر بخشی اجتماعی مورد بحث و تحلیل قرار می گیرد. تحلیل، داوری، و پیشنهادهای این پژوهش، مقید به اهداف کمی و کیفی مندرج در فصل 20 قانون برنامه هفتم پیشرفت شده است. مقاله در دو بخش نظم یافته است. بخش اول شامل ملاحظات عمومی و نظری است که حاوی نگاهی به پیشینۀ پژوهش، بررسی و استخراج موارد مرتبط از قانون برنامه هفتم می باشد. بخش دوم مقاله، تحقیقات دانشگاهی را از منظر کاربردی و اثر بخشی اجتماعی بررسی و تحلیل می کند. پیشنهادهایی برای سو گیری بیشتر تحقیقات دانشگاهی در جهت پاسخگویی به نیازهای اجتماعی ارائه می شود. نکتۀ بسیار مهم آنست که برنامه هفتم از یکسو بر حفظ ( و ارتقای) رتبۀ علمی ایران در سطح بین المللی و نیز نیل به مرجعیت علمی در سطح منطقه تاکید دارد؛ از سوی دیگر خواستار انجام تحقیقات جهت مند و تقاضا محور است. در نتیجه، وفق اهداف کمی و کیفی برنامه هفتم پیشرفت، باید توازنی بین تحقیقات نظری که جهت گیری آن حفظ رتبۀ علمی 14 در مقیاس بین المللی است، و تحقیقات معطوف به کاربرد که جهت گیری آن تجاری سازی نتایج تحقیقات است، برقرار شود. پژوهش حاضر تلاش دارد پیشنهادهایی برای تامین همزمان هر دو هدف اساسی داشته باشد. در ضمن، تلاش شده است که ساز و کار اجرایی پیشنهادی بیشتر ناظر به واقعیت های میدانی آموزش عالی کشور باشد تا نظریه پردازی های تئوریک. بر این اساس، پژوهش حاضر اتخاذ سیاستی را پیشنهاد می کند که در بخش آموزش به مدل تی( t ) مشهور، و در بخش پژوهش رهیافت «نظر و عمل در تحقیقات دانشگاهی»، نامیده شده است. در پیوست مقاله مقدمه ای نظری در رابطۀ با علم و عمل در برخی از منابع علمی دورۀ اسلامی می باشد. افزون بر این، به نسبت نظر و عمل، با مورد کاوی ریاضی و فیزیک، در آثار علمی دانشمندان دورۀ درخشش تمدن اسلامی اشاره می شود. دلیل طرح این موضوع، همراستایی آنها با جهت گیری توصیفی - تحلیلی پژوهش حاضر است.

academic research from the perspective of social effectiveness

in this article, the important issue of academic research is discussed and analyzed from the social impact base. the analysis, judgment, and suggestions of this research are bound by the quantitative and qualitative objectives stated in chapter 20 of the seventh progress plan law.the article is organized in two parts. the first part includes general and theoretical considerations that include a look at the research background, review, and extraction of relevant cases from the seventh progress plan law.the second part of the article reviews and analyzes academic research from the perspective of application and social impact. suggestions are made for further biasing academic research towards responding to social needs. a very important point is that the seventh progress plan emphasizes on the one hand maintaining (and improving) iran’s scientific rank at the international level and also achieving scientific authority at the regional level; on the other hand, it calls for conducting directional and demand-driven research. as a result, in accordance with the quantitative and qualitative goals of the seventh progress plan, a balance should be established between theoretical research, the orientation of which is to maintain the scientific rank of 14 on an international scale, and applied research, the orientation of which is to commercialize the results of research. the present study attempts to make suggestions to simultaneously meet both basic goals.in addition, an attempt has been made to ensure that the proposed implementation mechanism is more focused on the field realities of higher education in the country than on theoretical theorizing. accordingly, the present study proposes adopting a policy that is known as the t model in the education sector, and the “theory and practice in academic research” approach in the research sector.
