چرایی اهمیت حمایت و صیانت از نخبگان علمی از نگاه مقام معظم رهبری در راستای مرجعیت علمی: پژوهشی مبتنی بر تحلیل مضمون

امروزه نخبگان به عنوان سرمایه‌های علمی کشور، نقش مهمی در توسعه کشور ایفا کرده و توسعه کشور به آنها وابسته است. یکی از مهم‌ترین آسیب‌ها و چالش‌های پیش روی سرمایه انسانی در یک کشور، مساله مهاجرت نخبگان است که موجب از دست رفتن بخش مهمی از سرمایه کشورهای در حال توسعه شده است. خودباوری علمی، نخبه پروری علمی و حفظ نخبگان از ابعاد مهم علمی برای مقولة مرجعیت علمی است. مرجعیت علمی به معنی محور علمی شدن است که توسط مقام معظم رهبری در فضای گفتمان علمی کشور مطرح شده است. با توجه به آسیب‌های مختلف که در کمین نخبگان علمی است، نیاز است تا توجه بیشتری از پیش به جامعه نخبگان شود. در همین راستا، هدف پژوهش حاضر تبیین دلایل اهمیت حمایت و صیانت از جامعه نخبگان است. این پژوهش، کیفی و از حیث هدف، اکتشافی می‌باشد. جامعه و قلمرو پژوهش، مشتمل بر بیانات مقام معظم رهبری راجع به صیانت و حمایت از پژوهشگران و نخبگان علمی است. داده‌ها با روش مطالعه اسنادی و فیش‌برداری گردآوری شده‌اند. جهت شناسایی و کشف مضامین، از روش تحلیل مضمون استفاده شده است. جهت استخراج مضامین پایه، سازمان‌دهنده و فراگیر، متن بیانات مقام معظم رهبری مورد کنکاش قرار گرفت. پس از انجام تجزیه و تحلیل داده‌ها از طریق فرایند تحلیل مضمون، 62 مضمون پایه، 6 مضمون سازمان‌دهنده و 3 مضمون فراگیر، که شامل لزوم تکریم نخبگان، لزوم سازندگی و صیانت از نخبگان و اهمیت مسئولیت پذیری نخبگان است، استخراج شد.

reasons for supporting and protecting thescientific elite in the supreme leader's pointof view in line with scientific authoroty:a thematic analysis

nowadays, elites play a crucial role as thescientific capital of a country and contributesignificantly to its development, which heavilyrelies on them. one of the most significantchallenges facing human capital in a countryis the issue of emigration of elites. iran, as adeveloping country, comprises a considerableportion of its population as young students,graduates, and university elites. also likeother developing countries, it faces challengesof emigration of specialists and scientificelites, which part of these professionals andelites leaving the country to improve theireducational and professional conditions.given that the esteemed supreme leaderhas always emphasized scientific elites assignificant assets and pillars of the country’sdevelopment, attention to the importanceof preserving and retaining researchers andscientific elites is essential. on the other hand,nurturing elites, and preserving elites arecrucial scientific dimensions for the scientificauthority framework. scientific authorityrefers to the scientific focal point that has beenaddressed by the esteemed supreme leaderin the scientific discourse of the country.according to the supreme leader’s point ofview, iran ranks among the top countries interms of untapped human capacities. giventhe various damages lurking for scientificelites, it is required to pay more attention tothe elite society. in this regard, this researchaims to explain the reasons for the importanceof supporting the elite community. the scopeof this research consists of statements from the supreme leaders regarding the protectionand support of researchers and scientific elites.data were collected through documentarystudy and thematic analysis. statements ofthe supreme leader related to the subjectof scientific elites were collected from theinformation base of the official website of theoffice for the preservation and publication ofthe works of the grand ayatollah sayyid alikhamenei. the thematic analysis method wasused to identify and discover themes regardingthe importance of supporting scientific elites.to extract codes the text of the statementsof the esteemed leadership was scrutinized.after analyzing the data through the thematicanalysis process, 62 themes were extracted.for the validation of findings, in additionto studying theoretical background, codesselected from the text of the supreme leaderswere continuously reviewed and presented totwo experts. the global themes extracted asresearch findings include: “ honoring elites,”“supporting elites,” and “responsibility ofelites.” in the theme table, the global theme“honoring elites” consists of 19 basic themesand 2 organizing themes, “the functionalimportance and necessity of paying attention toelites”, and “the spiritual importance of elitesand their orientations”. also, the global theme“supporting of elites”, with 24 basic themesand 2 organizing themes, “the importanceof supporting and maintenance of elites”,and “the importance of paying attention tothe capabilities of elites and their growth”.furthermore, the global theme “responsibilityof elites” also consists of 19 basic themesand 2 organizing themes, “the ethicalresponsibility of elites” and “the importanceof elites from a religious perspective”. thefindings of the present research pointed outthe significance of supporting scientific elitesin their contribution to the country’s economicand social development, as well as theircrucial role in achieving the goals of scientificauthority. the support of nurtured elites isidentified as an important scientific dimensionin the scientific authority domain. this factoritself indicates that supporting scientificelites as one of the important dimensions isconsidered essential for achieving scientificauthority goals.
