الگویی به منظور دستیابی به مرجعیت علمی در حوزه بهداشت و درمان کشور

مرجعیت علمی از جمله کلان‌سیاست‌های کشور و رویکردهای اصلی در حوزه علم و فناوری است. این مفهوم می‌تواند در ابعاد مختلفی مانند آموزش و پژوهش، فناوری، بهداشت و درمان و ... مصداق دشته باشد که بررسی و تحلیل هر کدام از این وجوه، نماهای متفاوتی از این موضوع را روشن می‌سازد. هدف از پژوهش حاضر، احصای شاخص‌ها، الزامات و راهکارهای تحقق مرجعیت علمی در حوزة بهداشت و درمان کشور و ارائة الگویی برای آن است. روش تحقیق از نظر هدف، کاربردی–توسعه‌ای و از نظر گردآوری داده‌ها، کیفی است و به ‌منظور رسیدن به هدف پژوهش، از روش شبکه مضامین و تحلیل مضمون استفاده شده است. گردآوری داده‌های پژوهش از طریق تحلیل و بررسی سند ﻧﻘﺸﻪ ﺟﺎﻣﻊ ﻋﻠﻤﻲ ﺳﻼﻣﺖ ﻛﺸﻮر و برگزاری مصاحبه در قالب نشست‌های تخصصی با 13 نفر از خبرگان حوزة بهداشت و درمان کشور انجام شد. نتایج حاصل از این مطالعه نشان می‌دهد که می‌توان از شاخص‌های مرتبط با رشد علمی، پذیرش بیماران و دانشجویان خارجی، دستیابی به استانداردهای جهانی، رویت‌پذیری علمی و شبکه‌سازی ملّی و بین‌المللی، فناوری و بازار محصولات و خدمات برای سنجش تحقق مرجعیت علمی در حوزه بهداشت و درمان استفاده نمود. همچنین، اولویت‌بندی و برنامه‌محوری، نیروی انسانی توانمند و نخبه، هماهنگی بین دستگاهی، زیرساخت‌ها و تامین مالی به عنوان الزامات تحقق مرجعیت علمی در حوزه بهداشت و درمان شناسایی شدند و ازجمله راهکارهای تحقق مرجعیت علمی در این حوزه نیز گفتمان‌سازی و ترویج ملّی و بین‌المللی، آزادی عمل و استقلال دانشگاه‌ها، ارتقای دیپلماسی علمی و حمایت از سرمایه انسانی است.

scientific leadership is one of the country’s macropolicies and main approaches in science and technology. this concept can be used in different dimensions such as education and research, technology, health and treatment, etc., and the examination and analysis of each of these aspects will clarify different aspects of this issue. the aim of the current research is to calculate the indicators, requirements and solutions for the realization of scientific leadership in the field of health and treatment of the country and to provide a model for it. the research method is applied-developmental in terms of purpose and qualitative in terms of data collection, and in order to achieve the purpose of the research, the theme network method and theme analysis were used. the research data was collected through the analysis and review of the comprehensive scientific map of the country’s health and conducting interviews in the form of specialized meetings with 13 experts in the country’s health field. the results of this study show that indicators related to scientific growth, acceptance of foreign patients and students, achievement of global standards, scientific visibility and national and international networking, technology and the market of products and services can be used to measure the realization of scientific leadership in the field of health and used treatment also, prioritization and program-oriented, capable and elite human resources, inter-institutional coordination, infrastructures and financing were identified as requirements for realizing scientific leadership in the field of health and treatment, and among the solutions for realizing scientific leadership in this field, national and international discourse creation and promotion, the freedom of action and independence of universities is the promotion of scientific diplomacy and the support of human capital.
